Evaluation Of New Urbanization Quality In Hunan Province And Spatial Difference Analysis

In recent years,Hunan Province has gradually promoted the development of new urbanization and achieved remarkable results in urbanization.Compared with the past,the new type of urbanization emphasizes the overall improvement of the internal quality,not only the expansion of the scale of urban land use and the increase of urban population,but also pays more attention to the coordinated development of the economy and the environment.The requirement of new urbanization is to continuously improve the quality of urbanization.The development level of new-type urbanization in different regions of Hunan Province is different.Comprehensive evaluation of its quality and analysis of its spatial differences are of great significance to discovering the advantages and disadvantages existing in the region and improving the quality of new urbanization in the province.This article takes the quality of new urbanization in 14 cities and counties in Hunan Province as the research object.Firstly,according to the literature on the quality of new urbanization at home and abroad,the connotation and influencing factors of new urbanization quality are sorted out,following the principles of comprehensiveness,comparability,and scientificity,from the economic development system,urban basic conditions,environmental improvement,and resource conditions.Based on five aspects of social progress,we have constructed an index system to evaluate the quality of new urbanization;Then,using the projection pursuit model to statically evaluate the quality of new urbanization in Hunan Province in 2016,the results show that there is a difference in the level of new urbanization in the eastern,central and western parts of Hunan Province,which generally shows the characteristics of east high and low west,and second,through improvement.The projection pursuit model uses genetic algo-rithms to further dynamically evaluate the panel data of Hunan Province from 2011 to 2016.The results show that there is generally consistency between dynamic evaluation and static evaluation,and there is also a certain adjustment,and the dynamic evaluation contains more information.The result is more scientific and reasonable;Thirdly,from the results of quality evaluation,it is found that there is a strong correlation between the quality and geographic location of the new urbanization in Hunan Province.According to the evaluation results,it is divided into three groups:East China,the West,and the Theil Index of each index,and the contribution rate between the groups is calculated.The contribution rate within the group,analyzing the spatial differences in the quality of new urbanization in Hunan Province,found that the level of economic development,economic structure,and urban infrastructure construction in Hunan Province were quite different among the three regions.Finally,based on the above analysis,from the economic level,the system level,and the environmental level,the policy suggestions on the promotion of the quality of new urbanization in Hunan Province are proposed.
