Since the reform and opening up,China's economic development has achieved remarkable achievements and become the world's second largest economy. However, behind the tremendous achievements in the number of economic development, the quality of economic development is relatively low,the industrial structure is not coordinated, the income gap between urban and rural areas is expanding, the regional development is not balanced, the resource utilization efficiency is low,and environmental pollution is serious.Since the founding of New China,China has undergone a process of transition from a planned economy to a market economy. With the continuous deepening of China's economic system reform,China's marketization has deepened and the dependence of economic development on the government is gradually narrowing, but the government still plays an important role.In recent years,China's economic development has entered a new normal, the main contradictions of the economy and society have changed, the speed of economic development has changed from high-speed to medium-high-speed,the industrial structure has been continuously optimized and upgraded, and the driving force of economic growth has changed from factor-driven,investment-driven to service industry development and innovation-driven.In this context, the analysis of the temporal and spatial characteristics of China's economic development quality and sub-indicators and the direct impact of government investment on the quality of economic development and sub-indicators as well as the spatial spillover effect is of great significance to grasp the status quo and development trend of China's economic development quality as a whole,to promote the government to provide more help to improve the quality of economic development, and it has important significance to realize the high-quality development of China's economy.Firstly, this paper combs the existing literature, elaborates the relevant theories of economic development quality and government investment behavior, the concept of economic development quality, the evaluation index system of economic development quality, and the relationship between government investment behavior and economic development quality. On the basis of the existing literature, this paper combines the five development concepts of "innovation, coordination, green, opening and sharing",constructs the index system of economic development quality, analyses the spatial and temporal characteristics of economic development quality and its sub-indicators,and constructs a spatial econometric model to analyze the role of government investment in economic development quality and its spatial spillover effect.Secondly,This paper selects indicators from five dimensions: innovation, coordination, greenness, openness and sharing. The principal component analysis method is used to measure the quality of economic development. Then the software of AirGIS software is used to analyze the spatiotemporal characteristics. The results show that from the time dimension, the quality of China's economic development shows a continuous upward trend from 2006 to 2016,and the index of innovation, coordination, greenness, sharing shows an overall upward trend, while the index of openness declines. From the spatial dimension,China's economic development quality and coordination, greenness and openness indicators show the characteristics of “East-Central-West” gradient decline, innovation shows the characteristics of “higher in the east, lower in the middle and west”,and sharing shows a more balanced performance in the three major plates. Then, the spatial autocorrelation of economic development quality and indicators is analyzed by Geoda software. The study found that: from 2006 to 2016,there was a positive spatial correlation in China's economic development quality;the spatial correlation of innovation, coordination, greenness, and openness indicators was also significantly positive;in 2006-2011,there was a significant positive spatial correlation of the sharing indicators. In 2012,the positive spatial correlation was not significant. In 2013-2016,the Moran's I index of the sharing index fell to a negative value, but it was not significant. Then, this paper chooses the panel data of 30 provinces, municipalities directly under the Central Government and autonomous regions(except Tibet)in mainland China. The time dimension is 2006-2016.The spatial Dubin model is constructed to analyze the effect of government investment on the quality of economic development from the perspective of government investment in three industries. The study finds that not all investment behaviors of government will promote the quality of economic development, and the impact of different industries on the quality of economic development and indicators is different. At the same time, the government investment behavior in this region will also have a certain spatial spillover effect on adjacent areas. Finally, the conclusions of this paper are summarized.According to the research conclusions, some suggestions for promoting China's high-quality economic development are proposed from the aspects of innovation, coordination, greenness, openness and sharing.
