Research On The Strategic Cooperation Path Between Local Governments And Non-local Chambers Of Commerce

In recent years,the process of urbanization has been accelerating,not only the openness of the urban economy has increased rapidly,but also the uncertainty and complexity of urban governance have also become higher and higher.With the continuous deepening of local government's decentralization,the relationship between the non-local chamber of commerce and local governments has also changed,and the two have gradually established partnerships.However,in practice,the cooperation between the non-local chambers of commerce and the local government is quite different.Some of the non-local chambers of commerce have close cooperation with local governments and create high benefits.Some of the non-local chambers of commerce have low enthusiasm for cooperation,and the relationship with the government is alienated and cooperation is less;even some non-local chambers of commerce did not have the willingness to cooperate with the government..However,the non-local chambers of commerce's existing cooperation with local governments have confirmed that the cooperation can effectively solve some urban governance problems and achieve good governance performance.Therefore,the main focus of this paper is to research the way to build a cooperative relationship between the local chambers of commerce and local governments.On the basis of clarifying the characteristics and functions of the non-local chambers of commerce,this study explores the relationship between local governments and non-local chambers of commerce in China from the perspective of policy changes.It is found that since the reform and opening up,the development of the relationship between the government and the non-local chamber of commerce in China shows the stage characteristics of "standardized control-guiding supervision-interaction and cooperation",and the development of the non-local chambers of commerce also experienced several stages of “disapproval of development – development in the cracks – expansionary development”.The research pointed out that the current relationship between the foreign chambers of commerce and localgovernments shows a trend of cooperation and win-win.On this basis,through the comparative analysis of the fuzzy set of the cooperation between the H City Non-local Chamber of Commerce and the local government,the research founded that the internal governance ability of the foreign chambers of commerce is the core element to promote the cooperation between the local government and the non-local chambers of commerce.The study believes that the formation of cooperation between the two is the combined utility of many variables.The research extracted the cooperation modes of three different characteristics of “resource-supported”,“overall empowerment” and “endogenous development”,and proposed specific cooperation strategy for each model.
