Analysis On Elderly Care Service Model From The Perspective Of Public-Private Partnership

With the three baby booms since the founding of the People's Republic of China,the population aging has become a historic issue.Since the 21 st century,with the advancement of social welfare reform,the socialization and marketization of elderly care service has been continuously improved,and the development of elderly care related industry has ushered in new opportunities.This paper in view of the present problems existing in the development of elderly care related industry,take the elderly care model in Dongsheng street of Ningbo city as an example,put forwards intensify efforts to promote the public-private partnership model in the application of elderly care industry development,promote the endowment industry healthy and rapid development,to meet the demand of the current rapid growth of endowment.This paper includes six parts.The first part introduces the social background and research significance of the construction of the elderly care service system,puts forward the research problem of constructing the publicprivate partnership of the elderly care service model.And around this problem,this paper also introduces and analyses the research status and development trend of domestic and foreign scholars.The second part mainly elaborates the related concepts such as the elderly care service,the service mode and so on.The third part mainly analyses the necessity and feasibility of using public-private partnership in the field of elderly care service,and discusses the related theories contained in the construction of elderly care service system,mainly including multi-center governance theory,public service theory and resource dependence theory.The fourth part mainly chooses the elderly care service operation mode of Jiahe Elderly Nursing Home in Dongsheng street as the analysis object,and elaborates the basic situation,main practices and cooperation modes of the urban government in constructing the public-private partnership.The fifth part investigates the overall operation of Dongsheng street elderly care service by issuing questionnaires,and finds out the problems in the operation process through questionnaires and previous research.In the sixth part,according to the problems found in the previous discussion,the author puts forward some suggestions to promote the cooperation between the government and enterprises in providing for the aged.These suggestions mainly involve improving the relevant policies and regulations of the cooperation between the government and enterprises,giving full play to the advantages of professional skills and resources of enterprises,strengthening the supervision and management of enterprises performing contracts by government,building a multi-cooperation platform,and using big data to improve the integration of information systems within the community,promoting the further development of the old-age service industry and so on.Based on the discussion above,this paper finds out the public-private partnership in the elderly care service play a positive role,in supplying multi-services,improving the using of social resources and enterprise management advantages,etc..Furthermore,due to the lack of experiences and mature modes,and the insufficiency of the present laws and regulations,it is a necessity for the public and private to make great efforts together,to promote and improve the public-private partnership in the elderly care.
