The sharp increase in the number of network mass incidents will seriously affect the long-term stability of our country,which has become a more prominent problem that hinders our country from building a well-off society in an all-round way.After the network mass incidents occur,as the grass-roots government most directly facing the incidents,how should we actively respond to them? By introducing the background of the case of child abuse in red,yellow and blue kindergartens in Chaoyang District of Beijing,this paper describes in detail the process of the Beijing Chaoyang District Government’s response to the case,and studies the strategies adopted by the Government in dealing with the network group incidents.The main contents include: First,the leadership’s subjective understanding of dealing with network mass incidents;second,the supervision department fails to shoulder the responsibility of daily supervision;third,the emergency capacity of functional departments needs to be improved;fourth,the government’s handling of network mass incidents has not been open and fair.After the case of child abuse in red,yellow and blue kindergartens,such a simple and crude way of handling by government departments has led to the emergence of mass incidents on the Internet.In view of the above problems,this paper explores the effective ways for the government to deal with the network group incidents by analyzing the process and results of the government’s disposal of the network group incidents,taking the comprehensive integration of public sector crisis management theory as the support,and through the SPS case analysis method: First,the leading cadres are the key points of the government’s effective response to the network group incidents.Normality,keep pace with the times to deal with network mass incidents;secondly,functional departments should adhere to the principle of "strict access" and "strict management of normalization";thirdly,government departments should be brave in taking responsibility,not for public opinion,and consciously accept supervision;fourthly,grassroots governments should establish emergency plans to effectively improve emergency response capacity;fifthly,they should adhere to the principle of "strict control of normalization";Effective use of the power of "accountability".Therefore,the government should not confine itself to one or several departments in dealing with network mass incidents,but should make full use of the power to integrate various resources to respond positively and solve the problems from the source and fundamentally.
