Research On Public Crisis And Government Response In Network Mass Incidents

With the wide spread of network platforms,local governments have gradually participated in the operation of the network,and the frequent occurrence of mass incidents on the Internet in recent years has also put forward higher requirements on the governance ability of the government.This study for improving the capacity of local governance and build an orderly network involved in space has theoretical significance and practical significance,the research on the theory of this paper attempts to complement the current system,in reality,the government response can also put forward some countermeasures and Suggestions have substantial effect,to reduce the government decision-making errors at the same time promote the smooth development of various social undertakings,decrease the drag of policy downward.This paper mainly adopts case analysis method,literature research method and comparative analysis method to reveal the general process of mass incidents and the basic response stage of the government's public decision-making.Taking the xiantao waste incineration plant incident and the PX project incident in maoming city as examples,this paper discusses the action logic of local government,network group and network opinion leader under the background of network participation in the framework of "real-virtual" analysis.The article also makes a partial analysis of the public crisis and the reasons behind the government's actual response,pointing out that the public crisis reflected in the online mass incidents includes the public identity crisis,the local institutional crisis and the social crisis of the country.Finally,the paper proposes effective ways to optimize the government's response from three aspects of management concept,technology construction and management capacity,so as to alleviate and prevent the public crisis.
