Library law is an important guarantee for the prosperity and development of the library business.The library legal system includes three parts: library laws and regulations,library related laws,and library industry standards and norms.The New Zealand Public Library legislation began in 1869,and New Zealand enacted the Public Library Act 1869,which provides for the establishment and management of public libraries.The Public Library Power Act 1875,promulgated in 1875,regulates the rights of managers of public libraries.The Public Library Act 1869 and the Public Library Power Act 1875 were merged into the Libraries and Mechanics' Institutes Act 1908,which became the basis for guiding library work.However,since the Local Government Amendment Act 1979 abolished the first part of the public library managed by the local authorities,there has never been a public library law at the national level.However,relevant public library laws have been enacted in various regions,such as the Canterbury Public Library Act1948.The New Zealand Library Association Act 1939 formally established the New Zealand Library Association(renamed the New Zealand Library and Information Association in 1999),which is also the heart of the New Zealand library business.The General Assembly Library Act 1903 recognizes that the Library of Congress must serve parliamentarians and also assume the functions of some national libraries.The National Library Act 1965 officially established the National Library,which was amended many times and repealed after the promulgation of the National Library of New Zealand Te Puna Matauranga o Aotearoa Act 2003.It was revised in 2010 and formed an amendment.The National Library issued three notices on the submission of public documents,which is conducive to the smooth conduct of New Zealand's Legal Deposit.This paper mainly explores the status quo of New Zealand library development and the legal system of New Zealand,explores the library legislation activities in New Zealand history,introduces the main contents and characteristics of some New Zealand library laws and regulations,and constructs and analyzes New Zealand's library legal system.The advantages and disadvantages of the library legal system provide suggestionsfor the construction of the library legal system in China.
