The report of the Nineteenth National Congress of the Communist Party of China pointed out,we adhere to everyone takes their responsibility and enjoyment,adhere to the bottom line,highlight key points,perfect the system,guidance expectations,improve the public service system,ensure the basic life of the people,and constantly meet the growing needs of the people for a better life.Thus,how to build a comprehensive social security system that covers the whole people,has clear responsibilities,ensures moderate security,integrates urban and rural areas,and is sustainable is the key task of current social construction.Social security is a safety net for people's livelihood and a social stabilizer,and social insurance is one of important part of the social security system.With the improvement of people's living standards day by day,people's requirements for the quality of life are also constantly improving.The number of insured persons is increasing year by year,which puts forward greater requirements for the existing social insurance agencies,while the existing agency processes are gradually unable to meet the serve needs to the people.Take the existing procedure of social security agency in S community of Chengdu as an example,this paper takes the opportunity of the social premium collection reform and management system,collects the present situation and existing problems of social security agency in this area by means of questionnaire survey and interview,compare the situation of business procedure re-engineering of social security agency local and abroad,and puts forward the concrete implementation scheme of business procedure re-engineering of social security agency in S district by using the theory of procedure re-engineering.The main conclusions of this paper include:firstly,the limitation of mechanism,top-level design can not be fully implement,the structure of organization management is miscellaneous,need to be reshaped;Secondly,the limitation of human resource management,system of encouragement is unsound,service consciousness is weak,cultural construction is poor,need to innovate the management system as soon as possible;Thirdly,the incomplete of the supporting facility,the software and hardware have not be fully developed,resource reconfiguration is necessary,etc.
