Research On Emergencymanagement Of Railway-related Network Public Opinion Bypublic Securityorgans

Railway transportation is related to the national economy and people’s livelihood,with the rapid development of short video and other self-media network platforms,the railway-related network public opinion caused by "railway accident" and other railway emergencies has attracted the attention of the public,and has been on the headlines of the network.As the backbone of maintaining railway public order and stability,the public security organs should not only crack down on illegal and criminal acts that disturb railway public order and stability according to law,but also make full emergency preparations to deal with the railway-related network public opinion.Based on the theory of crisis management and governance theory,standing in the perspective of public security management main body,using literature analysis method and interview method,combining with railway-related network public opinion emergency management present situation,discussed the public security organ at the iron loss and deficiency existing in the railway-related network public opinion emergency management,and clarify the reasons for the public security organs’ emergency management of public opinions on railway-related network public opinion,put forward the countermeasures of public security organs to improve the ability of public opinion emergency management.The results show that:firstly,through the interview of some passengers and public security organs public opinion business staff,combined with the relevant literature research,get the status of emergency management of railway-related network public opinion.It is concluded that the present situation of the railway emergency management is related to network public opinion,such as the public security organ railway-related network public opinion source governance working measures and emergency disposal work flow management,monitoring and early warning channels,in recent years,railway-related network public opinion hot issues,the current railway-related network public opinion transmission way and the trend of development.Secondly,we find out the existing problems in the emergency management of railway-related network public opinion,that is,the prevention,monitoring and early warning work of public opinion of public security organs in advance,the law enforcement disposal and propaganda guidance work of public security organs in the event is not in place,and the mechanism evaluation and image restoration work of public security organs after the event is not in place.Thirdly,in view of the above problems,the reasons for revealing the existing problems in the emergency management of railway-related network public opinion include: the lack of public opinion prevention and support caused by the shortcomings of the original system of public security organs,the lack of law enforcement quality and media literacy of public security organs,the lack of public opinioncrisis,and the lack of public security organs’ understanding of public opinion after-care work.Fourthly,put forward the solutions to the related problems.It puts forward some countermeasures to establish the relevant early warning preparation mechanism in advance,to initiate the multi-sector efficient cooperative response mechanism in the event,and to improve the emergency management mechanism in the post-evaluation.The research results can provide suggestions for public security organs to improve the ability of the railway-related network public opinion emergency management.
