Study On The Difficulties And Countermeasures Of Implementing The Strategy Of Vitalizing The Rural Areas In Subei County

With the proposal and promotion of the Rural Revitalization Strategy,the research on rural issues is constantly in-depth,so it is particularly important to fully evaluate the difficulties and problems of implementing the Rural Revitalization Strategy.Meanwhile,the party and government have always attached great importance to the development of rural areas.General Secretary Xi Jinping pointed out in the nineteen major reports of the party that we must solve the problem of "three rural issues" as the priority among priorities of the whole party work and put forward the direction of guidance.In the guiding opinions on the strategy of rural revitalization,a comprehensive plan has been made for the overall promotion of rural economic construction,political construction,cultural construction,social construction,ecological civilization construction and the party's construction.In the report of the 19 th National Congress of the Communist Party of China,the goal of implementing the strategy of Rural Revitalization is put forward in 20 words,that is,"industrial prosperity,ecological livability,rural civilization,effective governance,and rich life".Specific requirements are put forward respectively from the aspects of rural production development,ecological construction,spiritual outlook,social governance,and living conditions.The implementation of the Rural Revitalization Strategy is not smooth sailing,but also full of challenges and difficulties in the development opportunities,especially in some parts of Gansu Province.The backwardness of rural areas is very surprising.At the same time,it also provides the corresponding opportunity and environment for the implementation of Rural Revitalization Strategy.Although some achievements have been made in the implementation of the Rural Revitalization Strategy in China,the difficulties and problems faced by the Rural Revitalization and rural development still exist.The overall task of the Rural Revitalization Strategy is still very arduous.The realization of the Rural Revitalization still needs the strong leadership of the party and the continuous efforts of the people.In this paper,according to the unit in the Rural Revitalization Strategy,especially in the Rural Revitalization Strategy difficulties and Countermeasures Research Status and achievements to carry out research and exploration,in addition to the personal and some colleagues are also engaged in related work,so the research work will be more directional.In this paper,literature research method is used to sort out and analyze the domestic and foreign literature on Rural Revitalization.Taking Subei County as the specific research object,combined with practical experience and field research,the current situation of Subei County's rural development is analyzed,the problems and difficulties in Subei County's rural development are summarized,and the corresponding strategies are put forward in combination with the actual situation.Starting from the identity of researcher and the first worker of Rural Revitalization Strategy,this paper conducts specific theoretical research and puts forward personal views and suggestions on relevant issues.In the process of implementing the rural revitalization,we should base on the actual situation of Subei County,conform to the trend of agricultural and rural development,focus on promoting the structural reform of agricultural supply,speed up the establishment of modern agricultural industry system,deepen rural reform,speed up the improvement of urban-rural integration development system and policy system,expand the channels of increasing farmers' income,speed up the establishment of long-term mechanism of increasing farmers' income,and focus on We should promote the construction of beautiful countryside,accelerate the construction of a new countryside in which people and nature live in harmony;strive to prosper rural culture,accelerate the promotion of rural civilization,and work hard to solve the problems of rural farmers' development.I hope to provide some help and support to solve some specific problems and contribute to the promotion of the rural strategic policy of Subei County.
