Reference management public institutions have relatively big difference with our national common public institutions, no matter in the responsibilities of the institutions or in personnel composition. As officially established in the recent 10 years, the appearance of reference management public institutions can meet the demands of our realistic national conditions, they are the results of historic choice, they are also the products of Chinese characteristics. The classification reform of public institutions in our country in going on like a raging fire, the reform objectives of reference management public institutions are consistent with the general reform objectives of the public institutions, they are aimed to realize the separation of politics and matters, the separation of management and implementation, resource integration and optimized structure. Besides, reference management public institutions should give full play to their professional and technical effects, organizational and deployment objectives, insurance and service functions. The simple classification reform of the public institutions should not be equal to the reform of reference management public institutions. The objectives of our national public institutions reform are to establish the management mechanism and operation mechanism which have explicit functions, complete treatment, efficient operation and strong supervision, besides, to form the public service system with Chinese characteristics that have preferential basic service, appropriate supply lev-el, proper layout and structure, fair and just service. Reference management public institutions have relatively big difference with our national common public institutions, no matter in the responsibilities of the institutions or in personnel composition. The reform of them requires the government to concentrate more intelligence and requires deeper research of the scholars and experts from all ranges of the society.The introduction part of the paper introduces the research backgrounds, reasons of the research, current research status at home and abroad, objectives and meanings of the research. Chapter one describes and analyzes the current status of reference management public institutions, it mainly describes from the following aspects, including the concept of reference management public institutions, scope of reference management public institutions, the difference between reference management public institutions and administrative authorities and common public institutions. It also takes examples to analyze the current status of Yunnan reference management public institutions, which provides theory basis for us to learn about reference management public institutions. Chapter two mainly researches the difficulties and problems faced with reference management public institutions. It describes the necessity of reference management public institutions to reform, also reviews the reform history of our national reference management public institutions and their predecessors. It analyzes and researches the difficulties and problems faced with reference management public institutions. Chapter three puts forward the reform countermeasures research of reference management public institutions, it separately describes and analyzes from three aspects, including reform principles, reform ideas and reform countermeasures.
