The Construction Of Local Government Credibility Evaluation System And Its Empirical Application Research

The influence and appeal of local government is the way to embody local government credibility,also as an objective result of administrative capacity of local government.It through the interactive relationship of local government and the public,is to perform the functions of local government,and is engaged in the administrative management,provides the comprehensive reflection of the public service.Local government credibility in China in recent years in various joint efforts have more obvious improvement.but as the public awareness of democracy,in addition,with the popularity of new media platform,the public to learn the way of the government behavior information,public opinion transmission speed,also put forward higher request to the government and public expectations.Therefore,the establishment of an evaluation system that can effectively evaluate the credibility of local governments and the summary and analysis of the survey results are not only conducive to enriching the evaluation theory of the credibility of local governments,but also have certain guiding significance in promoting the credibility of the government.On the basis of explaining the basic connotation of public trust and evaluation index system,this paper further tells the basic contents of the evaluation index system of local government public trust.Based on seven factors that affect government credibility,including transforming local government functions,law-based administration,government integrity,clean governance,public crisis management,administrative correction and accountability,and performance evaluation,this paper constructs indicators to evaluate local government credibility,and then strictly screens the initial indicators through the index selection questionnaire.Evaluation index system including simplify the administrative examination and approval after the screening process,co-working with comprehensive service,perfect the decision-making mechanism in accordance with the situation,the leading cadres of the rule of law thinking of the rule of law and the law enforcement officers literacy situation,the implementation of huimin policy,government affairs information content and the public attention to the consistency of the public,government corruption accusations of platform construction,perfecting the information disclosure system and the implementation of public crisis,public crisis aftermath of complete accountability,the breach of leading cadres dereliction of duty behavior correction of the situation,the government performance evaluation of government behavior reflect the condition of accurate 37 indicators.On thebasis of constructing the evaluation index system of public trust that conforms to the current social development situation,this paper takes city F as a case to make an empirical analysis on the current situation of government public trust.Using the research method of questionnaire survey,descriptive analysis was conducted on the survey results,and then the credibility analysis of the survey data was conducted by SPSS software,so as to obtain the comprehensive status of the public trust of F municipal government.Finally,in view of the need to improve the index of the survey put forward some strategies to improve government credibility F: suggestion F city still needs to be in justice supervision,improving the quality of public services,and improve the decision-making mechanism,improve the leading cadres in accordance with the rule of law and the law enforcement quality,increase the government information publicity,and strict implementation of public crisis information disclosure system,establish and improve the response to public crisis experts in the field of database,etc,to ascend,build a service-oriented,responsible,transparent government,improve the comprehensive management ability of F the municipal government.
