Research On The Public Trust Enhancement Of The Grassroots Government In China In The Management Of Public Crisis

In the 21 st century,public crisis has occurred frequently in China.Whether the government can effectively cope with public crises directly affects the image of the government in the public.The 19 th National Congress of the Communist Party pointed out that in terms of political construction,the building of a country under the rule of law,a government under the rule of law,and a society under the rule of law has been basically completed.The various systems have been further improved.The modernization of the national governance system and governance capacity has basically been realized.The Credibility and executing ability of the government have been greatly enhanced.Moreover,the service-oriented government with which the people are satisfied has been basically completed.However,there are still many shortcomings in our work.We also face many difficulties and challenges: some outstanding problems of inadequate and imbalanced development have not yet been resolved;social contradictions and problems are intertwined;the task of comprehensively administering a country under the rule of law is still arduous;and the national governance system and governance capacity still need to be strengthened.The governance of public crises should be an important opportunity to improve the credibility of the government,especially the credibility of local governments.It is also a hot issue for Chinese scholars in recent years.Based on this,the article continues to address the issue of government credibility in public crisis events.In view of the current situation of public crisis governance in China,the paper proposes effective ways to improve government credibility in public crisis events at this stage.On the basis of comprehensively elaborating the background,purpose and significance of the research,this paper has carried out the specific research on the credibility of the local government and public crisis governance.First,an overview of the related concepts and theories of public crisis management and government credibility is presented.Secondly,the paper analyzes the current status of public crisis management of local governments in China and finds the problems and causes of the credibility of local governments from the aspects of early warning stage,processing stage and recovery stage of public crisis.Thirdly,based on national conditions in China,this article takes “freeze-dried rabies vaccine for human use” as a case,and sorts out the timely response measures of local governments,including the public opinion response,the appease response,the accident investigation response and the policy response.It is concluded that if local governments can conduct effective governance in public crisis events,the credibility of local governments can not only be restored,but sometimes even greatly improved.Fourth,the paper draws on the experience of the United States and Japan in enhancing local governments' credibility in public crisis events and combines the advanced management ideas of the United States and Japan to propose that China's local government should change the idea public crisis events.Local governments need to improve the management mechanism for public crisis events and establish specialized institutions to deal with public crisis events.Finally,through the reorientation of the roles of the government,the public,as well as the news media in the crisis,and the improvement of the governance mechanism and system,the paper proposes effective methods to build a policy system that can conform to the country's national conditions,effectively improve the local government credibility,and guarantee the effective governance of public crisis.
