Study On The System Of Requesting Instructions And Submitting Reports In The Legislation Of The National People's Congress

In the system of the Communist Party of China(CPC),the system of requesting instructions and submitting reports is an important work system.The system of requesting instructions and submitting reports is a kind of inner-party system developed gradually by the CPC in the revolutionary era and established in the early days of the War of Liberation.Its basic function was initially to promote communication and exchange between the central and local party organizations,and it later developed into an important system to safeguard the authority of the central government and the discipline of party organizations.The academic circles study the system of requesting instructions and submitting reports from the perspective of party organization relations,and analyze its relationship with the party's organizational discipline,safeguarding the authority of the party Central Committee and democratic centralism within the party.The establishment of party groups in the regime system is one of perspective of analysis,carries on the comprehensiveresearch to its development history,the organization structure,the operation process and the function orientation,analyzes the system development trend and the consummation path.This article holds that,in the sense of realizing the Party's leadership,the extension of the system in the political power system has become an institutional mechanism for the CPC to deal with the relations between the Party and the regime.The process of expanding of the system of requesting instructions and submitting reports from the inner-party to the system of political power is also the process of the transformation of the CPC from the revolutionary party to the ruling party,in order to solve the problem of how to realize the party's leadership over the regime.At the beginning of the founding of the people's Republic of China,the CPC established the party group within the central government system,and the party group reported the government work to the Party Central Committee for instructions,which is the institutional arrangement for realizing the Party's leadership over the government.For example,requesting instructions and submitting reports to the Party Central Committee is an essential part of the government's legislative work,which is also applicable to the legislative work since the establishment of the NPC system.The establishment of the system of requesting instructions and submitting reports in the legislative work of the NPC has gone through a relatively tortuous process and finally formed today's institutional norms that the leadership by transforming the simple relationship between the Party and the regime into the relationship between the Party organizations.On the one hand,it guarantees the establishment of the CPC Central Committee to the NPC macro grasp of legal work and decision-making power on major issues in legislation.On the other hand,it is helpful for the Party Central Committee to support the legislative work of the NPC and to exert its functions and powers.
