The reports of National Congress of CPC, which belong to an important part of the CPC's history and an important study field of CPC, embody CPC's banner of its theory, political declaration and programme of action. To study the reports of National Congress of CPC in New Period which began from the year of 1978 aims to deepen the study on the CPC's history and expand the area of the study on the CPC's history such as the theoretical system of socialism with Chinese characteristics, the road of socialism with Chinese characteristics, the building of CPC and the history of building of CPC etc. This thesis also provides valuable advice on the construction of the future reports of National Congress of CPC.The thesis regards Marxist theory of dialectical materialism and historical materialism as the guiding ideology and methodology of study, unites the history and logic naturally, uses the ways such as comparative, quantitative analysis, microscopic analysis in study. The writer puts the six reports of the New Period in the context where the CPC has been exploring the road of socialism with Chinese characteristics during the past more than three decades of reform and opening up, combing with the reality of the historical development of reform and opening up, make a study systematically, explore their position and role in the progress of building the road of socialism with Chinese characteristics and in the history of the CPC.The thesis has three parts: introduction, body and conclusion. The body is divided into five chapters.Introduction introduces the significance of this topic and the situation of study on the topic; defines the relevant concepts; illustrates methods used in paper, the basic framework and difficulties and innovation in study.The body's clue is the progress of how the Chinese Communist Party has been constructing the socialism with Chinese characteristics connecting past with the future. Chapter1 reviews the history of the reports, which is used as the foreshadowing of the study on six reports in the new period. Chapter2 studys the six reports on the whole. Chapter III to V are around clues: opening road of socialism with Chinese characteristics is based on the Chinese Communist Party's understanding of national conditions and characteristics of the times, in this way the CPC's Jiben theory guides the direction of CPC and Chinese people forward, the form of practice of Jiben theory is CPC's basic line and basic program.The first chapter outlines the six reports in the period of the New Democratic Revolution from three aspects: the report's generation, the status of evolution, main contents. Then from two aspects the report's generation, main contents, outlines of the five reports in the period of socialist revolution and construction, which can be regarded as the historical background of opening the road of socialism with Chinese characteristics.Chapter II studys the six reports of National Congress of CPC on the whole, the conclusion drawn here is innovation of this paper. This chapter points out, that the six Congress reports in the new period, first from the point of their production, have overall design firstly; drafting work are carried out under the central collective leadership; from the report of CPC 13, the changes of the reports are gone through a long time and several drafts, the scope of the ideas of amendments on the reports expand to local and outside CPC, the contents are modified well; the way of being passed are reaching the specification step by step. From the view of their text, the framework and structure are as follows: the parts of history and achievements of the (problems) and basic and experience are arranged as a starting point, the other contents of these reports are arranged around the theme of the political, economic, cultural, social, national defense, reunification of the motherland, diplomacy, CPC's building etc, varying lengths of the titles in the various parts of the reports are used to reveal the main ideas of each part; their genre is a multi-style uniform; in the language, words are chosen concisely, using the words about the construction of socialist modernization with Chinese characteristics as a main line ,and the words have contemporary, distinctive style with unique features. From the point of view of the role, they make out CPC's political line and policy, provides direction for national development, basing on the actual situation of different stages of reform and opening up, firstly they have the role of leading towards the development of China; then they are important carrier of the Chinese Communist Party in realizing its leadership on the state and society affairs in the field of politics and thought; In addition, they play a guiding role in the construction and development in CPC's building.The third chapter analyses the six reports from following point of view: how and why the course of CPC's understanding national conditions and characteristics of the times changes, and points out that the right judge on national conditions is the fundamental basis to formulate the CPC's basic theory, basic line and basic program, which is the starting point to establish all the party's principles and policies too. The national conditions is dynamic, developing which need to be judged continuously, re-repeatedly , in-depth way, Accurate grasp of the characteristics of the times and the right judge of China's national conditions has great significance in practice, such as in China's reform and opening up and modernization construction, peace and development .Chapter IV outlines the formation and development of Party's basic theory in six reports, combining the process of practice of reform and opening up, analyses the innovations of the Party's basic theory of Deng Xiaoping Theory, "the Three Representives", the scientific concept of development, points out that ideological barriers must be removed, the basic way of "integration" must be adhere to, the problem of the theory being accepted by the masses must be solved in the construction of theory.Chapter V is about the establishment and development of Party's basic line, basic program, pointes out that the basic points of the Party's basic line are partly proposed aroundThe third plenary session of the 11th central committee of the CPC, being explored during the period around the Twelfth CPC National Congress, formally established in the report of the 13th CPC National Congress and adhered by the report of the 14th CPC National Congress, the report of the 15th CPC National Congress identifies the Chinese Communist Party's basic program of the primary stage of socialism. The implementation and adherence to the party's basic line, basic program can be found out in reports of the 16th and 17th CPC National Congress. Therefore, the Chinese should give a comprehensive understanding of the development of the Party's basic line, basic program, adhere to them without wavering, handle the relations among reform, development and stability correctly.The part of Conclusion is an important innovation of this thesis, shown in the new ideas of playing the role of the reports of the CPC National Congress better and new ideas of improving the reports which the writer brings forward on the basis of research. They are as follows: firstly, to create the external conditions for playing their role by establishing the authority of Congress of the CPC and arranging the relations between the reports and other reports such as the National Congress reports which focuses on government work; secondly, to improve the way of the reports' generation by adopting standardized procedures , for example, drafting of a new report can use the last one as its blueprint and comments on the new report must be open to all representatives of CPC National Congress and expand the scope; in the Congress of CPC where a general election exists, two reports can be used , the former General Secretary read the first report whose content focuses on summing up the past, then the newly elected general secretary read the second report whose content focuses on planning for the future; thirdly, to improve their structure of different parts by increasing the contents about problems existed such as the contents of conditions of common people and people's livelihood as well as by highlighting the party of the CPC 's building such as making this part embody the rule of law and include analysis on CPC 's problem. The writer makes a conclusion: if the recommendations mentioned above can be realized, the reports of National Congress of CPC may play a better role in guiding overall development of CPC and China.
