Study On The Development Of South Korea’s Public Diplomacy Since The 21st Century

After the Cold War,with the continuous development of economic globalization and social information,public diplomacy gradually plays an important role in the international arena,and becomes an important way for a country to expand its international influence and enhance its international status.Limited by its special geographical position,South Korea has become one of the world’s medium-sized powers in economic and military strength,but it is difficult to further enhance its international influence through"hard power".Therefore,in its foreign strategy,relying on"soft power"of public diplomacy has become an important part of South Korea’s diplomatic strategy.Since the 21st century,with the continuous improvement of South Korea’s economic level and its concern for soft power in international competition,shaping a good international image,improving its ability to participate in global governance,and then enhancing South Korea’s international influence,creating an international image of"Global South Korea"has become the top priority of South Korea’s diplomacy.A single cultural diplomacy has been unable to meet the above demands of South Korea.Therefore,South Korea began to transform from cultural diplomacy to public diplomacy.Compared with the previous cultural diplomacy,South Korea’s public diplomacy system is more perfect.South Korea not only encourages more diversified subjects to participate in public diplomacy related activities and develop cultural industry,but also consolidates the achievements and experience of public diplomacy in the form of legislation,so as to promote the development of South Korea’s public diplomacy.The dissertation is divided into five parts.The introduction part of this paper clarifies the background and significance of the topic,and reviews and sorts out the current situation of Public Diplomacy Research in South Korea.The first chapter explains the reasons for the development and changes of South Korea’s public diplomacy since the21st century,mainly from three aspects of strategic needs,industrial needs and government organizations.The second chapter systematically combs the evolution of public diplomacy in South Korea since 21^st century,based on the term of office of the president of South Korea,this chapter focuses on the specific content and measures of South Korea’s public foreign policy in different periods.The third chapter summarizes the main measures of South Korea’s public diplomacy since the 21st century,focusing on the promulgation of the Public Diplomacy Act of South Korea and the characteristics in the implementation of South Korea’s public diplomacy to China,Japan and the United States.Finally,based on the research results of the Ministry of Foreign Affairs and the third-party institutions of South Korea,this paper summarizes and reflects on the experience and shortcomings of South Korea’s public diplomacy since the 21st century,and puts forward the reference significance for the formulation of China’s public foreign policy and the shaping of the national image.
