Budget is the mother of civil administration,reflecting the country's strategic planning,effectiveness,policy and government responsibilities,scope of activities,direction,and performance is the virtue of our country since ancient times.Since the beginning of this century,our country has begun the exploration of budget performance management.In 2017,the report of the 19 th National Congress of the Communist Party of China put forward relevant requirements for budget reform and budget review and supervision of the National People's Congress.More clearly.People's congresses at all levels and their standing committees enjoy statutory power to supervise the implementation of the people's congress system in China.Budget supervision is a very important part of the power to supervise.People's congresses at all levels and their standing committees supervise government budget activities,which reflects the inherent requirements of the Constitution and laws,and at the same time,deputies to the people's congresses exercise The key way of force.In recent years,with the enhancement of public democratic consciousness and taxpayers' consciousness,more and more governments are required to strengthen service-oriented,accountable and effective construction,further improve financial transparency,further improve the performance of the use of government financial funds,and promote the transfer of public services from "no" to "good" by the government.This requires local people's congresses at all levels to strengthen government budget supervision,especially budget performance supervision.In budget supervision,budget performance supervision is a very important part of the original budget management based on innovation.However,compared with the strict and perfect financial supervision system formed by the Western parliament after several hundred years of financial supervision practice,and the widely implemented performance budget reform,the local people's Congress of China is still in the initial stage and exploration stage of budget performance supervision.Taking the practice of the NPC of Minhang District in budget performance supervision as a concrete case,this paper analyzes the ideological perplexities and difficulties in implementing the current budget performance supervision in most local people's congresses,and analyzes the advanced experience of other local people's congresses in the work of budget performance supervision,so as to provide a reference for other people's congresses.The local people's congresses,which are not effective in performance supervision or budget performance supervision,put forward suggestions on how to strengthen the budget performance supervision of the local people's congresses.From the top design,we should improve the leading power of the local people's Congress in the budget performance supervision;from the strength allocation,we should strengthen the main allocation of the local people's Congress budget performance supervision,including the allocation of staff,professional representatives and diversified subjects;from the application of results,we should focus on the establishment of an open,restrained and accountable mechanism;from a comprehensive perspective.On the nature,we must strengthen the omni-directional,whole process and full coverage supervision.Strengthening the budget performance supervision of local people's Congresses is a new requirement put forward by the public to improve the performance of fund use and the effect of policy implementation.Many experts have explored strengthening the budget performance supervision of local people's congresses from many aspects.In the process of work,I pay more attention to the accumulation of existing data,combined with the MPA learning process of public management budget,finance,government performance and other related knowledge,based on the practice of the Minhang District People's Congress in Shanghai in this field,for the local people's Congress budget performance supervision how to strengthen some strategies and suggestions.
