Reform Research On The Reform Of Administrative Service Of Local Governments Based On Cooperative Governance

As the main content of China's seventh reform of administrative system,the reform of delegate powers,improve regulation and optimize services is of great significance to the transformation of government functions,the improvement of administrative efficiency and the construction of service-oriented government.In 2013,China began the seventh administrative system reform with simplified administration and decentralization as the first move.In 2015,the proposal of Premier Li Keqiang further put forward the reform requirements of" simplified administration and decentralization,combination of management and optimization of services,three-pronged approach".The Third Plenary Session of the Nineteenth Central Committee in 2018 opened the prelude to the reform of political parties and state institutions and continued to deepen the reform of" delegate powers,improve regulation and optimize services".Today,the local government has achieved great results,but there are still some difficulties and defects in administrative reform.Along with the overall promotion of government reform,the fragmentation reform of local governments,rather than the overall promotion,the emphasis on quantity speed rather than quality benefits,the simplification of the reform administrative subject,the interests of departments,the information island" and the convergent innovation"and other issues remain to be solved.The reform of local governments in dire straits urgently needs the research and attention of scholars based on problem orientation.Qixia District of Nanjing City,as a national grass-roots experimental unit of "general administration" and "comprehensive administrative law enforcement reform",is advanced in the innovation of the reform of delegate powers,improve regulation and optimize services,but it also has the common problems mentioned above.Therefore,through the on-the-spot investigation of Qixia District,combined with relevant statistical data and policy documents,through literature analysis,data analysis,questionnaire survey,interviews and other means,the paper compares the government policy status of the reform of Qixia District's delegate powers,improve regulation and optimize services with the actual state based on market,social satisfaction and sense of acquisition.This paper analyzes the problems and their internal causes in the reform of local government's release uniforms from three dimensions:organizational structure,ethical awareness and relationship system.On the basis of criticizing and discarding the collaborative logic of "master-slave-linearity under the bureaucratic administrative system,this paper constructs the operation mode and behavior system of cooperative governance based on equality-network" cooperation logic from the aspects of the collaborative whole within the government,the value return of government administrators and the multi-subject cooperative governance.It is hoped that,while resolving the dilemma of reform and deepening the reform of administrative system,it will provide a new governance logic for the modernization of China's national governance system and the innovation of government governance.
