Research On The Optimization Of Shanghai Small And Micro Enterprisesbusiness Environment Under The Background Of The Reform Of “Streamline Administration,Delegate Powers,and Improve Regulation And Services”

Since the 21 st century,with the rapid progress and development of China’s economy,the development of economic globalization has also led to the process of urbanization.The competition between cities is more and more fierce.If a city wants to develop rapidly,it is necessary to create a good business environment for all kinds of enterprises,especially for small and micro enterprises.At present,small and micro enterprises in China are becoming more and more active with the progress of society.They play an important role in increasing employment opportunities and promoting local economic development and innovation.In recent years,as far as Shanghai is concerned,small and micro enterprises play an important role in the process of economic development.They not only contribute more than 60% of the employment,but also increase more than 40% of GDP and 60%of revenue.This has made immeasurable contribution to the economic development and transformation,industrial upgrading and employment rate promotion in Shanghai,and has played a great role in promoting the overall economic development of Shanghai.This paper bases on the perspective of "Streamline administration,delegate powers,and improve regulation and service",adopts the “New Public Service”theoretical analysis,takes depth interview,field investigation and participant observation methods to analyze the current situation,problems and causes of the business environment of small and micro enterprises in Shanghai.It is mainly reflected in the following four aspects: the government service is not accurate and effective,the market environment support is not strong,the supervision and law enforcement and the rule of law guarantee environment is random,the innovation environment and living environment are not perfect.In view of the existence of these problems,combined with cause analysis,literature research and practical observation,this paper puts forward suggestions to optimize the business environment of Shanghai’s small and micro enterprises,promote the high-quality development of them and provide reference for other regions,including: accelerating the transformation of government functions to optimize the administrative environment,consolidating the decisive role of the market to optimize the market environment,optimizing the regulatory law enforcement and legal protection environment,and paying close attention to the construction of soft environment such as innovation and living.
