Research On Collaborative Governance Of Multiple Subjects In Urban Village Community

With the rapid advancement of urbanization,the agricultural land around the city is gradually occupied by the city,coupled with the continuous influx of a large number of migrants,increasing the demand for living space,resulting in a special form of urban community in the suburban zone-urban village.Village in the city that a large number of floating population in the community is full of unrest caused by social factors,has brought the economic,social,political,and many other issues,for the development of the cities and villages showed obvious restrictive,at the same time also is not folded about advancing the fourth plenary session of the nine national governance system and ability for the development of modernization.After this important proposition put forward,the domestic research results about social governance is very rich,but more from the perspective of urban grassroots community,and taking taiyuan city X village community as a case,through six chapters analyze the basic theory,the concept of governance,the reasons behind,and proposed countermeasures,hoping to form the new pattern of community governance at the grass-roots level,to promote the development of modernization of national governance system and ability.In this paper,through the qualitative research method,the grassroots party organizations,governments,neighborhood committees,non-profit social organizations and community residents in urban villages are taken as the main objects of interview and research,and relevant data are collected.Through to the investigation data collection and analysis,it is concluded that there are many governance dilemma X village community mainly includes:vulnerable community public service facilities,community policing and environmental health problems,the problems of social security,quality and low identity of residents,the four aspects,covering the internal mechanism and external environment of the dual dilemma,forming limit on the development of community and its inhabitants.After analyzing the reasonsfor the governance dilemma of X city village from the perspective of governance body,it is concluded that many governance dilemmas in X city village are affected by the dual system of urban and rural areas,the single management of the government,the exclusion of residential areas,the absence of social organizations,and the lagging governance of neighborhood committees.In order to break through the X village community governance dilemma,improve the community governance system,promoting community governance ability,to the community governance body as a breakthrough point,the grass-roots party organizations as a guide of community governance,the government as the leader of the community governance,the residents is the main force of community governance,residents' committees as specific executive manager of governance,social group is specialised in the community volunteers,the new pattern of multiple subject to build collaborative governance.To sum up,as a typical urban village community,X city village has many governance difficulties.Only by constructing the governance path of multiple subjects co-governance and cultivating the cooperative relationship of equality,cooperation and trust,can the good governance and co-governance of the community be realized,so as to promote the modernization of the community governance system and governance capacity.
