Research On Community Governance Of The Three Officials Association In Yulin City From The Perspective Of Collaborative Governance

Urban community is the main environment and important place for residents' daily life,it's also the basic unit of grassroots social governance and urban governance.Do a proper job in community governance is of great significance to improve residents' sense of happiness and satisfaction,and to lay a solid foundation for the modernization of the national governance system and governance ability.In recent years,the CPC Central Committee and the State Council are taking the overall situation into consideration,making the modernization of community-level governance systems and governance capacity as an important task in building a modern socialist country in an all-round way,and making vigorous efforts to promote it.With the continuously developing and changing of community work,especially urban community work,the urban community governance led by a single subject has gradually been unable to meet the actual needs,and the collaborative governance of multiple subjects has gradually become the inevitable development trend of urban community governance.Based on Collaborative Governance Theory,this paper takes the governance practice of Sanguanhui Community,Xinminglou Street,Yuyang District,Yulin City as a case,first introduce several models of urban community governance in our country,as well as the basic situation of the Sanguanhui community,after that,through the detailed interview and questionnaire survey,from the perspective of community staff,community residents,community merchants,enterprises and institutions,community social organizations and other different subjects,this paper conducts a more in-depth investigation and research on the specific actual situation of community governance,combine with relevant materials,analyze the current governance methods of the community,finds some defects and deficiencies,summarize and analyze the reasons one by one,then combine with the theory of collaborative governance,puts forward countermeasures and suggestions in a targeted manner.Through investigation and analysis,we can find that at present,the governance of the Sanguanhui community still has the following deficiencies: first,the administrative tendency of community organizations is obvious;second,the insufficient participation of multiple subjects in governance;third,communication between subjects needs to be strengthened;fourth,professional high-level talents are relatively scarce.The main reasons for causing these problems are: community governance resources are highly dependent,governance consciousness of multiple subjects is not strong enough,the construction of collaborative governance system is not perfect,and the community are less attractive to professional talents.In view of the existing shortcomings,this paper also puts forward targeted opinions and suggestions: regulate the rights and responsibilities of community governance,make overall plans and make good use of governance resources,enhance the awareness of collaborative governance and give full play to the advantages of collaborative governance,strengthening the construction of the system and perfecting the collaborative governance mechanism,strengthening the construction of talents and technology to improve the efficiency of community governance.In this paper,the study of urban community collaborative governance is still in the initial stage of exploration,there are still some areas need to improve.For example,the analysis of this paper is more at the theoretical level,especially the analysis of the practical problems of community governance and the research of countermeasures,and its actual effectiveness needs to be further tested in practice.
