| Since the 19 th National Congress of the Communist Party of China,China’s economic and social development has formally entered a new era.General Secretary Xi Jinping,from the perspective of the guiding ideology of socialism with Chinese characteristics in the new historical period and based on promoting the overall cause of socialism of the Party and the state,further elaborated the basic principles,principles and requirements for the selection and appointment of cadres in this historical period,as well as the core ideology of Party organizations in carrying out personnel work,in order to train and select a group of outstanding cadres who can adapt to the country’s economic and social development in the new historical period and love the Party and the people.The state administration of taxation took the lead to data management thinking and information technology to fully applied to the civil service examination management,promote the digital personnel cadres,with a team,since June 2014 digital personnel to explore,and facing the whole country in 2019 the tax system to promote digital personnel information system.Starting from the concept of human resource management in modern public departments,this paper introduces the civil servant assessment system of digital personnel information system in detail with the entry point of civil servant assessment system of digital personnel information system.Starting from the basic tax system in our country the truth,through the questionnaire survey to B city K district tax bureau of civil servants,summed up the number of personnel information system of civil servant examination exist the following problems: system assessment content problem,system assessment process design problems,system data management problems.Based on the questionnaire survey results and the actual work experience,found the causes of these problems has four aspects: one is the personnel management philosophy deeply influenced by the traditional culture;two is system assessment content planning and design is not perfect;three is the system platform lacks information sharing support;four is the system assessment data management mechanism is not perfect.Through summarizing the questionnaire results and the civil service examination experience in developed regions puts forward five measures,one is accelerating the transformation of personnel management concept,two is conducting in-depth research at the grassroots level and optimizing the indicator design;three is smoothing the assessment process and realizing data sharing,four is establishing a complete communication mechanism and improving the communication process,five is promoting the digital personnel culture and accumulating high quality system data.Digital personnel is in the right direction.By constantly improving the system and optimizing the design of indicators,the content and process of civil servant assessment of digital personnel information system is further improved,so as to form a model that can be copied and popularized,and to provide reference samples and management paradigm for civil servant assessment of grass-roots public departments as far as possible. |
