Tax department is an important economic department that organizes national fiscal and tax revenue,and undertakes many functions such as implementing tax laws and regulations,guaranteeing national fiscal revenue and serving taxpayers.In 2018,after the reform of the state and local tax authorities,tax authorities have assumed greater responsibilities and missions.Tax officials are an indispensable force for tax departments to perform their functions.Under the traditional cadre evaluation model,there is no scientific,comprehensive and objective evaluation system for the cadre evaluation of tax departments.After the merger of national and local taxes,the cadre team is faced with the "four problems" of "harmony between people,affairs,heart and strength".It has become an urgent problem for tax authorities to optimize the evaluation method of civil servants,stimulate the internal power of the cadre team,and promote the implementation of various key tax tasks.In 2014,the state administration of taxation combined with the actual work of tax departments,applied the theory of civil servant performance evaluation,highlighted the key points of routine assessment,index quantification,collection and accumulation of performance information,and application of results,introduced the digital personnel system,put online the digital personnel infonnation system,and gradually promoted the national tax system.Through the record of 7 aspects of data and information,such as the cadre's virtuous ability and diligent performance,the digital personnel implements the whole-process comprehensive management,and encourages the tax cadre to pursue upward all the time in his career.As a pilot unit in the early stage,the digital personnel system of L county tax bureau has been running for three years.It has gone through the preliminary preparation stage and the initial exploration stage of the online operation,and now it has entered the stable operation stage with initial results.It has innovated the way of civil servants' performance evaluation,preliminarily realized the informationization of performance evaluation,and stimulated the enthusiasm of cadres and officials to start their own business.But there are also many problems,and through the digital L county revenue and personnel system to run the plight of research,on the one hand,can L county tax bureau to further optimize the personnel system to provide constructive opinion suggestion,further stimulate vitality cadres,give full play to the positive role in cadre personnel system of digital management.On the other hand,some problems in the operation of digital personnel system of tax bureau of L county are common problems commonly existing in grass-roots tax departments.Taking the tax bureau of L county as the research sample,it can also provide reference for the improvement of digital personnel system of tax bureaus of other districts and counties.This paper takes the digital personnel operation of tax bureau of L county as the research object,and understands the system operation dilemma in the form of questionnaire.At present,there are five major problems in the digital personnel operation of the tax bureau of L county.The problems are that the cadres' recognition of the digital personnel system is not high,some evaluation indicators fail to reflect the actual work needs,the evaluation process is not objective enough,the performance information collection is not comprehensive and standardized,and the results are not outstanding.Through the analysis,the main causes of the problems are the absence of performance culture construction,the cadre's understanding of the digital personnel system is not deep,the performance indicators set is not scientific and reasonable,the digital personnel evaluation process is not standard,the level of digital personnel informatization is not high enough,the use of incentive effect is not enough.By comprehensively applying the civil servants' performance evaluation,performance informatization and incentive theory,and combining the advanced experience of performance evaluation of foreign civil servants,this paper puts forward optimization Suggestions for solving the digital personnel operation dilemma of the tax bureau of L county.First,strengthen the construction of performance culture,improve the cadres,acceptance and recognition of digital personnel.Second,improve the digital personnel index system,strengthen the scientific evaluation.Third,standardize the process of digital personnel appraisal and strengthen the objectivity of appraisal.Fourth,optimize the digital personnel information system,improve the information level of performance evaluation.Fifth,strengthen the use of results,and further play the incentive role of digital personnel.
