Research On New Squire Participation In Rural Governance From The Perspective Of Embeddedness

The village is the field of the most grassroots society in the vast rural areas of China.Since the reform and opening up,the governance field of the village has undergone tremendous changes.The previous single core dominant governance model has also been transformed into a multiple and collaborative governance model.Facing the current dilemma of the lack of rural governance subjects,rural governance and rural society have renewed the call for the return of new squire,coordinated participation in rural governance,and reshaped the endogenous order in the countryside.As the times require,various provinces and regions have shown signs of "new squire" returning home to serve hometown.new squire,as one of the subjects of modern pluralistic governance,has provided a new path for rural governance in promoting rural governance,inheriting traditional culture,and promoting good governance in rural areas.During the research and investigation of new squire in F Village,there were many questions: Why did new squire participate in rural governance? Does the rural culture of rural areas affect the willingness of new squire to participate in rural governance? Does new squire's resources match the needs of rural governance? Did new squire's participation meet the requirements of rural governance?In this regard,this article first sorts out the definition and characteristics of today's new squire.new squire was born from practice under the current background of modern governance and the diversity of grass-roots governance.It is guided by the core values of socialism,has a certain economic foundation,is well educated,has rich life experience and social experience,and has selfless dedication Spirit,philanthropic enthusiasts in rural public affairs.new squire has a broader subject than traditional squire.It is driven by dedication to society and gains civil authority through practical contributions.Then clarify the embedded logic of villagers' participation in rural governance from three aspects of embedded reality,possibility and purpose.The historical origin of squire and the change of rural governance model have provided the possibility for the embedment of new squire;the status quo of rural governance,the promotion of policies and the successful cases have provided the reality of new squire's appearance;the participation of new squire in rural governance The purpose is to contribute to the public service of the village,while bringing its rich economic and network resources,while inheriting the localtraditional culture,reshaping the rural order,implementing the combination of the rule of law and the rule of virtue,to achieve good rural governance Governance.Based on the embedding theory,the analysis framework of cultural embedding,cognitive embedding and network embedding of new squire's participation in rural governance is proposed.For new squire,cultural embedding means that new squire's participation in rural governance is constrained by the values and social norms shared by rural communities collectively;cognitive embedding means that new squire's behavior in participating in rural governance is limited by knowledge,experience,and skills;Network embedding means that the effect of new squire's participation in rural governance is affected by his personal relationship network and the overall social network in rural areas.In view of the above-mentioned questions,from the perspective of embeddedness,the analysis of new squire in F village shows that the atmosphere of squire in rural areas will affect new squire's willingness to participate in rural governance.However,most of the cultural activities of new squire in F village come from sources Due to community requirements,it is easy to put new squire 's participation in rural governance into the dilemma of surface work;F Village new squire excavates and inherits the village 's traditional culture,and at the same time provides a rich cultural class for the villagers.It has few connections with villagers and different values,and has not achieved the effect of improving villagers 'literacy.In short,there is still a long way to go to fulfill the villagers' expectations.Finally,suggestions are made for the participation of new squire in village F in rural governance: creating a rural cultural atmosphere;establishing and improving the mechanism of identification,management,and supervision of new squire;clarifying new squire's role and scope of responsibility in participating in rural governance;improving the sense of identity of the villagers and promoting A benign governance structure in which multiple subjects participate and cooperate with each other is formed.
