A Study On The Functional Transformation Of Township Governments In The Context Of Village-dismiss And Town-combination

As the most basic government organization in China,township governments directly face the vast majority of the people,not only providing grass-roots public services,but also organizing grass-roots social governance.Township governments are the ultimate executors of various policies in China,therefore,the importance of township governments in the top-down administrative system is self-evident.In recent years,many provinces and cities in our country have promoted the adjustment of township division,which is not only to optimize the regional development space and integrate public resources,but also to promote the new rural construction and the rural revitalization strategy.Under the background of the times of withdrawing and merging towns,the performance of township government functions not only affects the sustainable development of rural economy and society,but also relates to the stability and harmony of society.In this case,it is imperative to build a service-oriented township government and change the functions of township governments.However,due to the limitations of many factors,the functional transformation of township governments is not smooth,so how to overcome the difficulties encountered in the functional transformation of township governments,so as to build a service-oriented government has become an important topic.First of all,by studying relevant literature in China and abroad,the paper analyzes the current research results of scholars at home and abroad not only on village-dismiss and town-combination but also on the functional transformation of township governments.Then,starting from the theory of administrative division adjustment,the theory of government function transformation,the theory of new public service and the theory of governance in the background of the reform and development process of our country's village-dismiss and town-combination,this paper discusses the effect of the transformation of township governments function after village-dismiss and town-combination,and discusses the existing problems in the process of functional transformation of township governments under the background of the withdrawal of township government.Then,in view of these problems,this paper deeply analyzes the reasons for their existence,including the inaccurate function positioning of the township government,the shackles of the pressure type administrative ecological environment,the restriction of township government's financial ability,the imperfect administrative supervision system and the comprehensive quality of township cadres is not high.Finally,the paper putsforward suggestions and countermeasures to further promote the functional transformation of township governments in the context of village-dismiss and town-combination,which are,to establish the concept of service-oriented township government,to build a harmonious administrative ecological environment,to improve the financial system of the township government,to establish the supervision mechanism for the operation of the administrative power of the township government,to optimize the construction of township cadres,and to strengthen the public service supply function of the township government.The paper has sixty-four references.
