A Study On The Transformation Of Township Government's Function Under The Horizon Of Village-dismiss And Town-combination

In order to integrate regional development resources,optimize the development of space,accelerate the integration of urban and rural areas,the new urbanization,improve rural social governance,strengthen the construction of service-oriented township government,provincial governments have started to withdraw Village-dismiss and Town-combination.In 2017,the General Office of the CPC Central Committee and the General Office of the State Council issued "Opinions on Strengthening the Construction of Service Capacity of Township Government",and put forward the "speed up the transformation of the functions of the township government and further promote the modernization of the township governance system and governance capability".Therefore,in the context of Village-dismiss and Town-combination,if we want to further promote the township gov ernment governance capacity modernization process,the key step is to achieve the transformation of township government functions.However,due to various factors such as their own factors and external environmental factors,the further transformation of to wnship government functions are constrained,which will naturally have a significant impact on the economic and social development of township areas.Therefore,the government and society should make what kind of countermeasures to create a high-quality environment to help the township government to overcome the difficulties and obstacles encountered,so as to further accelerate the transformation of township government functions,which is a question worthy of attention and the foundation of this study.Based on the theory of government function transformation,the theory of administrative division reform,the theory of governance and good governance and the theory of new public service,the author describes in detail that in the process of Village-dismiss and Town-combination,the township government functions should make the following changes,including updating the concept of township government,from control to service,promoting the transfer of function center of gravity of township government from the rural areas to the city,strengthening the township government public service supply and social management functions,Innovating the way of function of township government,from direct micro-management to indirect macro-management,from a single administrativ e means to the comprehensive use of various means.At the same time,this paper briefly introduces the preliminary results of the transformation of the functions of the township government.On this basis,it further analyzes some problems that still exist in the transformation of the functions of the township government.The concept of the township government is still hovering between the control and service concept.the township government's function center of gravity lies between rural and urban areas.Township government attaches importance to economic construction and the lack of public service supply;township government use traditional administrative and administrative methods is lack of innovation.Later,on these issues,the author in-depth analysis of the reasons for the existence of the problem.Finally,we try to put forward the countermeasures and suggestions to further promote the transformation of township government functions,including changing the understanding,establishing a service-oriented township government concept;building a harmonious administrative ecological environment,for the township government functions into the internal power;innovating the township financial management system,providing financial guarantee for the transforma tion of township government functions;increasing the intensity of administrative supervision,provid ing the system guarantee for the township government function change;strengthen ing the township government public service supply function.
