A Study On The Problems And Countermeasures Of Urban Illegal Construction Governance In Xinbei District,Changzhou

With the rapid development of China's economy and society,the process of urbanization has continued to increase,and illegal construction has become one of the most difficult problems that must be solved in this process.The governance of illegal construction in cities is first and foremost the responsibility of the government.To eliminate or correct illegal construction in accordance with relevant laws,it is necessary to deal with illegal construction in different situations in order to achieve the goal of reducing the number of illegal constructions and curbing new illegal constructions.Of course,the governance of illegal construction of cities must also mobilize the enthusiasm of multiple parties in the society,and achieve better governance results through multi-agent cooperative action.In recent years,the governance of illegal construction in Xinbei District of Changzhou has achieved some positive results: the "five-year action" of illegal construction management has been carried out smoothly,and the efficiency of illegal construction management has been improved by classifying and disposing of illegal construction.Illegal construction of real estate transactions has been enrolled into social credit systems.However,during the investigation,it is found that there are still some inadequates such as insufficient legal support for administrative law enforcement,shortage of territorial staffs,low governance effectiveness,low public participation,lack of awareness,and difficulty in eradicating illegal construction disorder.There are several reasons for these problems: the imperfect legal system,the inadequate reform of the administrative law enforcement system,the immaturity of multiple policies and measures,the singular participation in governance,and the poor supervision and management.In view of the above problems and reasons,based on the beneficial experience of illegal construction management in cities at home and abroad,taken the actual situation of Xinbei District in Changzhou into consideration,the countermeasures for optimizing the illegal construction governance are proposed as such: improving the legal system,advancing the reform of the administrative law enforcement system,improving governance efficiency,promoting for public participation and multi-party cooperation,strengthening the construction of a clean government,and improving supervision and management.
