Study On The Division Of Comprehensive Law Enforcement Powers In Urban Management In Xinbei District Of Changzhou City

Although the establishment of the system of relatively centralized administrative penalty power and the reform practice pushed forward by it have played a positive role in solving the problems of many law enforcement agencies,decentralization of law enforcement power,and low efficiency of law enforcement,with the deepening of the reform,there are some new problems to be solved.For example,the concentration of law enforcement power to the comprehensive law enforcement department of urban management is lack of limitation in scope,the heavy task of law enforcement undertaken by the comprehensive law enforcement department of urban management at district level,the unclear boundary between law enforcement and management,the lack of legal support for the implementation of comprehensive law enforcement in township streets,and the dormancy of some law enforcement powers.This topic takes Xinbei District of Changzhou City as the research sample,through combing the historical evolution of the comprehensive law enforcement reform of urban management in Xinbei District of Changzhou City,investigating the latest practice of the comprehensive law enforcement reform of urban management in Xinbei District of Changzhou City,exploring the problems existing in the horizontal and vertical levels of the current division of the comprehensive law enforcement powers of urban management,taking the division of powers as the entry point,combining the theory of centralization and decentralization,contingency organization theory,public product hierarchy theory,analyze the causes of the problems,and make targeted suggestions.In essence,the division of comprehensive law enforcement power is the distribution of law enforcement power by different law enforcement subjects at different levels of each department,which should be started from both vertical and horizontal aspects.Therefore,on the basis of considering various factors such as legal authorization,organization scale,jurisdiction area and law enforcement force,we should improve the top-level design,establish the power list,improve the guarantee measure,and promote the supporting system,so as to promote the comprehensive law enforcement reform to achieve greater results in the field of urban management,and point out the direction and provide reference for other regions and future reform.It is very important for the operation of power and the realization of power to reasonably divide the comprehensive law enforcement power of urban management.However,due to the constraints of various factors,the further rational division of urban management comprehensive law enforcement powers is only a "solution".In order to better deal with the problems of management and law enforcement in the process of urbanization,we can't stop on the way to explore the "fundamental" policy.The dissertation has 3 figures,4 tables,52 references.
