The Research On Performance Evaluation Of Compensation And Resettlement For Urban Land Acquisition

In the process of urban construction,land acquisition compensation and resettlement are directly related to the interests of farmers and the smooth progress of urbanization.In the research on compensation and resettlement for land acquisition,performance evaluation is an important research area,but there are not many related studies in China at present,both the evaluation methods and research conclusions need to be further enriched.This article takes the Rainbow City resettlement community in Lanzhou New District as the field,and evaluates the performance of land acquisition compensation and resettlement in Lanzhou New District based on the basic methods and norms of performance evaluation and based on the perspective of sustainable development theoryBased on the evaluation index system established in the existing land acquisition compensation and resettlement performance evaluation study,and combined with the specific situation of land-lost farmers in Lanzhou New District,the establishment of compensation and resettlement and security conditions for land acquisition,the satisfaction of land-lost farmers with compensation policies,and the livelihood sustainability of land-lost farmers The evaluation system of 19 indicators for the living standards of land-lost farmers after compensation.Based on questionnaire surveys and in-depth interviews as the basic method of collecting data,the evaluation of the performance of land acquisition compensation and resettlement in Lanzhou New District from 2012 to 2019 was finally obtained.When grading the performance evaluation results,the evaluation grading standard determined by the Delphi method in the existing research is adopted,and the index score is 100 points,which is divided into 5 levels: very excellent,excellent,good,general,and qualified.The evaluation results show that:(1)The compensation and resettlement and security of land-lost farmers in Lanzhou New District performed the best,with a score of 97.448 points,especially in the participation of medical insurance,and they can meet the standards in other areas,but they still exist.Some issues need to be resolved;(2)The satisfaction of the land-lost farmers in the Lanzhou New District on the compensation policy is average,with a score of only 77.924,mainly due to the low satisfaction of the land-lost farmers with the land acquisition compensation standards and employment support policies;(3)Lanzhou New District The livelihood of land-lost farmers is good,but the employment rate of land-lost farmers has not reached the goal of transferring employment of land-lost farmers.At the same time,the employment training participation rate of land-lost farmers is only 57.3%,which does not play a role in promoting employment;(4)The living standard of the land-lost farmers in Lanzhou New District is good,but there is still a need to continue to improve the income of landlost farmers and the environmental sanitation of resettlement communities.The Lanzhou New District 's land acquisition compensation and resettlement performance evaluation index score is 86.832,which has reached a good level,but it is still lower than the final score of 89.2 points for Zhou Jun(2008)'s performance evaluation of the Suzhou High-tech Zone 's land acquisition compensation and resettlement policy.The implementation effect still has a certain gap with the developed eastern regions,but the gap is no longer obvious.However,in the specific implementation process,there are still some shortcomings that need to be improved,such as inadequate policy promotion,low participation of farmers,and substandard environmental sanitation in resettlement areas.
