Research On Comprehensive Management Of Rural Living Environment Under The Background Of Beautiful Countryside Construction

With the rapid development of rural economy in our country,the life quality of the farmers has been constantly improved.At the same time,people's ever-growing needs for a better life put forward higher requirements for the rural living environment.The Central Committee of the Communist Party of China has always attached great importance to the construction of beautiful rural areas and rural living environment.A series of policies and measures have been issued around the construction of beautiful rural areas and the comprehensive management of rural living environment.Since the 19 th National Congress of the Communist Party of China,the connotation of the construction of beautiful rural areas has been constantly enriched,and the comprehensive management of rural living environment has been gradually strengthened.The key to the construction of beautiful rural areas lies in the comprehensive management of rural living environment.Strengthening the comprehensive management of rural human settlements and provide the natural,material,economic,spiritual and institutional foundations for the construction of beautiful villages.On the basis of elaborating the connotation and relevant theories of the construction of beautiful countryside and rural human settlements,this study adopts the methods of literature research,questionnaire survey and interdisciplinary research.According to the construction level of the beautiful countryside in Shuangliu District,it conducts field survey on the three villages with relatively high,general and low construction level.Taking Shuangliu district as an example,and analyzes the current situation of comprehensive management of rural human settlements in the context of the construction of beautiful countryside.At this stage,the achievements and experiences of the comprehensive management of rural human settlements in the context of the construction of beautiful countryside in China are as follows: the management layout is suitable for the field,the regional cultural characteristics are more distinct;the infrastructure construction is developing rapidly,the living conditions are effectively improved;the special management is advancing steadily,the rural health environment is significantly improved;the public service is developing continuously,and the farmers' cultural life is improving.However,due to the constraints of urban-rural dual structure,the lack of overall planning,the lack of responsibility of grass-roots organizations,the lack of cultural literacy of villagers,and the loopholes in the governance mechanism and system,there are still the following problems in the comprehensive governance of rural residential environment in the context of the construction of beautiful villages in China: the weak governance power of grass-roots organizations,the strength of capital investment to be strengthened;the phenomenon of resource waste In order to be universal,the construction of village appearance is homogenized;the level of governance quality is uneven,and the situation of environmental pollution needsto be improved;the villagers' own environmental awareness is weak,and their enthusiasm to participate in governance is not high;the governance rebound is obvious,and the follow-up governance results are difficult to guarantee.Therefore,to build a beautiful countryside and strengthen the comprehensive management of rural human settlements,we need to adhere to the concept of green development and people-oriented,and we need to adhere to the local conditions and overall consideration;pay attention to protection and highlight the characteristics;strengthen the villagers' autonomy and consciousness;pay equal attention to both construction and management and stable operation;strengthen the responsibility and form the governance principle of joint efforts,and we need to further implement and strengthen the planning guidance and policies Support efforts;promote typical demonstration,create a good construction atmosphere;promote key tasks,improve infrastructure and public facilities;play the main role,improve the awareness of civilization and health;strictly supervise and assess,implement a series of governance measures.Through the comprehensive management of rural human settlements,we will help the construction of beautiful villages and promote the development of the masses of big farmers and let them have more sense of gain,happiness and satisfaction,and build a well-off society in an all-round way.
