Nearly all cities in China have set up on-street parking berths to ease the contradiction between current parking demand and supply. While on-street parking facilities provide convenient parking, they also occupy the limited space of the non-motorized lanes, causing the non-motorized vehicles to cross the line into the motorized lanes, resulting in serious mixed traffic and even traffic accidents. As an important part of non-motorized vehicles, electric bicycles have the characteristics of fast speed and weak driver safety awareness.Under the influence of on-street parking, electric bicycles are more likely to cross the line and enter the motor vehicle lane, and are more likely to conflict with motor vehicles. In the event of an accident, due to the general lack of protective equipment such as helmets, the injuries suffered by electric bicycle drivers are also more serious. This paper studied the impact of on-street parking on the operation safety of electric bicycles.By analyzing the impact mechanism of on-street parking on electric bicycles, the research designed the survey plan. Then, relying on comparative analysis of the over-the-line characteristics of electric bicycles and human bicycles, the research confirmed the difference of their influencing factors.Based on the over-the-line characteristics, this paper established an electric bicycle-vehicle conflict model.By using the electric bicycle-vehicle conflict rate as an indicator, this paper valuate the operation safety of electric bicycles on the on-street parking section and put forward suggestions for improvement.Firstly, this paper analyze the impact mechanism of on-street parking on the operation safety of electric bicycles from five aspects of motor vehicle storage, outage, road parking, roadside parking and door opening.Conduct survey plan design and data collection.Secondly, the characteristics of non-motor vehicles crossing the line on the road parking section are analyzed, and it is found that the percentage of electric bicycles crossing the line is as high as 70.5%,which is much higher than that of human bicycles;Further logistic regression analysis was conducted on the influencing factors of electric bicycles and human bicycles crossing the line.It is found that on-street parking behavior has an effect on both of the crossing behaviors, among which the impact of motor vehicle storage and parking behavior is more significant.Specifically, the crossing behavior of electric bicycles is affected by the flow of non-motor vehicles, the gender of electric bicycle drivers, motor vehicle storage, and road parking;the crossing behavior of human bicycles is affected by motor vehicle storage, exit, and road parking.Thirdly, this paper defined and classified the conflicts between motor vehicles and electric bicycles in on-street parking sections,There are six types of conflicts between straight-moving electric bicycles and straight-moving motor vehicles,forward-inbound motor vehicles,backward-inward motor vehicles,out-of-stock motor vehicles,road-parking motor vehicles, and roadside parking motor vehicles.Through correlation analysis and multiple linear regression, this paper established a multiple linear regression equation for the flow of cross-line electric bicycles, the flow of non-cross-line electric bicycles, maneuvering time of storage, roadside parking time and the number of electric bicycle-vehicle conflicts.Using the electric bicycle-vehicle conflict rate as an indicator, the operation safety of electric bicycles on the road parking sections is evaluated based on this, reflecting the rationality of the parking spaces on the road from the side. Finally, this paper proposed improvements to the existing on-street parking spaces and electric bicycle management.
