International law enforcement and security cooperation is essentially a dynamic process of the exchange of ideas between actors: through practice and communication,actors form a common concept,and these shared ideas further guide the cooperative behavior between actors by reshaping the national identity and interests.Deepening international law enforcement and security cooperation is a globalization plan that China has proposed to the world to deal with non-traditional security threats such as transnational crime and terrorism.Since its introduction,it has received extensive attention from academic circles and has yielded fruitful research results.To sum up,the main focus is on the legal system,mechanism construction,etc.,but less research is made on the content of culture and concepts.Although some scholars have analyzed it with the help of constructivist theory,they have not conducted in-depth discussions on the common concept of international law enforcement and security cooperation.In the existing research on shared ideas,more of them focus on the role of shared ideas,emphasizing the significance of the cultural construction of the international system,and lack of research on the path of concept construction and cultivation as independent elements.Conceptual factors(especially shared ideas),as the internal driving force of national behavior,objectively exist in international law enforcement and security cooperation,which is one of the important factors that affect the success or failure of international law enforcement and security cooperation;Cultivation is a common need to deepen international law enforcement and security cooperation,improve the global security governance system,and build the concept of a community of shared future for mankind.Therefore,this article is supported by Winter's constructivist theory of international relations,and conducts research on the cultivation of common concepts of international law enforcement and security cooperation.Constructivism believes that through the interaction and practical activities between members of the international system,the state forms a "knowledge distribution" or "collective meaning" about the concept of self and others,that is,shared ideas.The common concept has the function of recreating the identity of the country and reshaping the national interest,and has a profound impact on the country's behavioral decisions.The common concept can also be materialized into an international system and internalized into the country's own knowledge,directly guiding the country's practice.It can be said that the formation and development of the common concept is closely related to the process of international law enforcement and security cooperation.It is logical and cultivable.The common concept of international law enforcement and security cooperation is more inclined to the common value orientation,expectations and beliefs among countries.It is shared knowledge at the level of international relations,but its cultivation is affected by differences in police culture,comprehensive national strength,and differences in national perception.This article attempts to elaborate the theory of shared ideas based on the constructivist theory of international relations,construct a roadmap for the formation of shared ideas of international law enforcement and security cooperation,combine theory and practice to propose three key nodes for the cultivation of international law enforcement and security cooperation,and believe that international law enforcement and security cooperation share concepts Cultivation should take the construction of international law enforcement and security cooperation under the Kant culture as the main line,guide the cultivation direction,realize the circular development from the concept of "cognition-identity-practice",and strengthen interactive practice,national identity,and international system as the starting point.Cultivation program with practical guidance.
