Research On The China International Law Enforcement And Security Cooperation Under The View Of Identity And Interaction

With the deepening development of globalization,drug smuggling,terrorism,transnational crimes,such as illegal immigrants,the network security become increasingly prominent factor of the threat to human society.Law enforcement and security agencies around the world to expand the fruitful work.Law enforcement and security cooperation in different countries,however,in addition to subject to the law,the police system,economic strength,such as law enforcement agencies,budget and personnel recruiting,etc.),technical level,such as law enforcement equipment,criminal science and technology,etc.)and other material factors,also by its policing concept,bilateral mutual trust and cooperation intention,cooperation ability and level and conceptual factors such as history and culture.In material factors as a constant to maintain the basic stability of cases,the main international law enforcement and security cooperation could achieve identity on conceptual factors largely determines the international law enforcement and security cooperation can be carried out smoothly.And identification of deepening and make law enforcement and security cooperation interaction toward the positive direction,which in turn deepen cooperation main body,ultimately promote the international law enforcement and security cooperation in spiral.Through the international law enforcement and security cooperation,a new concept of theoretical analysis,this article selects the constructivism school of international relations theory and interaction as a theoretical tool to examine the origin and development of the international law enforcement and security cooperation.In this paper,in the first chapter of the international law enforcement and security cooperation expounded the concept and connotation,has carried on the definition to the international law enforcement and security cooperation for the first time;In the second chapter illustrates the constructivism and the theory of interaction and its application in the international law enforcement and security cooperation.As theoretical basis,chapters 3 and 4,respectively,from the perspective of identity and interactive investigates how the Chinese change of idea and the practice development of the international law enforcement and security cooperation,put forward the international law enforcement and security cooperation is the advanced formation of the international policing cooperation and development;China in cooperation with international law enforcement security system and the interaction of other actors,has experienced from the edge of the international law enforcement and security cooperation,learners to the identity of the shaper.Fifth chapter analyzes the factors that influence the international law enforcement and security cooperation with identity ininternational law enforcement and security cooperation are put forward in the cultivation and construction of the path,in order to promote Chinese and foreign law enforcement and security cooperation towards the deepening recognition,the direction of positive interaction.Currently,historic changes have taken place in China's relations with the international system,China has never been close to the center of the world stage,we should be able to use the comprehensive national strength and international influence of China's growing,on the basis of existing,change to the international law enforcement and security cooperation system in our country the status quo of the one-way identity to interact with the passive reactive,actively send out the voice of China for the international law enforcement and security cooperation,spread outward international law enforcement and security cooperation between values in our country,the problems existing in the international law enforcement and security cooperation system for Chinese medicine,promote the transformation and upgrading of China's international law enforcement and security cooperation.
