Research On The Path To Perfecting Law Enforcement And Security Cooperation Between China And ASEAN

In 2002,China and ASEAN signed the "Joint Declaration on Cooperation in Nontraditional Security Fields",which marked the beginning of a new historical stage in the law enforcement cooperation between the two sides.In the past 17 years,the two sides have effectively curbed the prominent crimes in the region and safeguarded the security and stability of all countries through pragmatic cooperation.However,while seeing fruitful results,we should also realize that the overall security situation in the region is still grim.The situation of drug crimes in the "Golden Triangle" area is severe,the problem of piracy in the South China Sea spread again,and many new types of crimes such as cross-border telecom fraud and online gambling have emerged...The severe transnational crime situation reminds us that the current law enforcement cooperation between the two sides needs to be improved.In addition,ASEAN is the starting point and important region of the “The Belt and Road Initiative”,and a key area for implementing Chinese peripheral diplomatic strategy.Therefore,China should actively promote the deepening and upgrading of the law enforcement cooperation with ASEAN,create a safe regional environment to provide assistance for the implementation of the “The Belt and Road Initiative” and the peripheral diplomatic strategy.Based on the perspective of “regional international public goods”,this paper regards the law enforcement cooperation between China and ASEAN as a process that all countries in the region jointly provide the regional security public products.And this paper studied this issue from the three dimensions-“supply willingness,supply capacity and supply system”.Through the evaluation of the "system" and "security" public goods supplied by China and ASEAN,this paper summarizes the current situation of law enforcement cooperation between the two sides,and points out the problem,such as insufficient supply of security public goods and inefficient regulation systems and organizational systems in the supply system.Finally,this paper analyzes the power and obstacles of the supply for regional security public products from the perspectives of "supply willingness" and "supply ability".On this basis,it proposes to increase supply willingness,improve supply capacity,and perfect supply system.
