On The Principle Of The Combination Of Professionals And The Masses Of Police Law

The process of the formation of a principle is the process of analyzing and summing up experience on the basis of practice,refining theory and finally rising to principle,which is a process of continuous innovation and constant debate.This paper puts forward the principle of "the combination of prefessionals and the masses" as the principle of police law,and makes a series of analysis and argumentation on the principle of the combination of prefessionals and the masses.First,the principle of the combination of special groups is a guiding principle in the practice of the police,and it is an important embodiment of the party's mass line in the police work.Although the principle of the combination of special groups is not first put forward,but in the police legislation is rarely reflected,in the academic community to its research is very little.To this end,this paper will define the concept of the principle of the combination of special groups,and analyze the special group integration principle in the new period should have the connotation.In order to clarify the important role of the principle of group combination in police work,this paper combs the history of the development of the principle of special group integration.Second,this paper puts forward the principle of combining specialized groups from a practical guiding principle to the basic principle of police law.To this end,in the second part of this paper,the author starts from the relationship between the principle of combination of special groups and the rule of law of the Chinese police,the principle of the combination of professionals and the masses and the pursuit of the value of police law,and proves the necessity and rationality of making the principle of combination of special groups clear to the police legislation.In addition,this paper starts with the relationship between legal principles and legal rules,and demonstrates the position of the combination of professionals and the masses in police law by comparing and analyzing the principle of combination of groups with the basic principles of other police law.Third,in order to improve the principle of combination of groups,for the realization of the principle of group integration to provide feasibility.It is necessary to analyze the problems and challenges encountered in implementing the principle of special group integration in police practice.In this paper,the problems encountered in practice by the principle of combination of special groups are listed and analyzed from the aspects of specialized work and police mass work.According to the definition and connotation of theconcept of the principle of the combination of the above-mentioned special groups,it is concluded that the problems encountered in practice to implement the principle of special group integration are mainly manifested in the unclear definition of police functions,the abuse of police power,the quality of the police force to be improved,the deterioration of police-community relations,and the increasing difficulty of police mobilization of the masses.At the same time,in order to solve these problems,in order to achieve the goal of perfecting the principle of combination of special groups,the author takes this from the police legal system and optimize the principle of combination of special groups operating mechanism,trying to improve the police power allocation,improve the police power supervision mechanism,improve the police force construction mechanism,improve the police mass work mechanism and so on,to achieve the optimization of the combination of special groups to achieve the path.this paper combines the argumentation of the principle of combination of special groups with the theoretical basis of police law,police practice and historical development,with a view to making the principle of combination of special groups clear and perfect in police law.
