Study On The Working Mechanism Of The Mass Line Of The Basic Party In The New Era

Since its establishment in 1921,the Communist Party of China has put forward a large number of mass views in the practice of China's growing and development.Since 1928,the concept of mass line has been put forward for the first time.After nearly 90 years of exploration and development,the mass line has always been the lifeline and fundamental work line of the party,running through all the work of the party,and is the condensation of the collective wisdom of the Communist Party of China.In November 2012,the eighteen major conventions of the party clearly pointed out that we should focus on maintaining the advanced nature and purity of the party and solve the problem of the lack of motivation among the leading cadres in the separation of the masses and the masses.The CPC Central Committee has launched the party's mass line educational practice that is mainly for the people to be practical and honest.The party's mass line has been upgraded to a new height.As the first executor of the mass line,how does the grass-roots government adapt to the opportunities and challenges of the new era,explore and improve the mass work in combination with its own work? What explorations have been made all over the country in the process of advancing the mass line? How effective is the practice? Is the public's satisfaction with government work improved? With all kinds of questions,the author through consulting a large number of policies and regulations,literature works,news information and other materials,and at the same time to work on the basis of Zhaoqing City,Guangdong Province,to explore the innovative mode of mass work,hoping to be able to see the big from the small,and explore the practice and effectiveness of the party's mass line work in the new era.This paper selects the work system of township(street)leaders' general direct contact with the masses(referred to as the direct link system)which was carried out in Guangdong Province in 2014,and takes the work mode of L town of Zhaoqing as the starting point,and divides the actual implementation and work effect of L town of Zhaoqing through interview questionnaire,literature analysis,field investigation and other methods Analyze and summarize the exploration practice and experience accumulation of L town in the mass line work mode.Through the investigation,the author found that the system of "direct connection of garrison points" has achieved initial results at the grass-roots level of villages and towns,including strengthening the construction of people's livelihood,resolving the contradictions at the grass-roots level,improving the relationship between cadres and the masses,etc.,but at the same time,there are still problems such as nonstandard working system,formality of work and untimely response to work.Based on the deep analysis of the practical problems encountered,the author analyzes the practical difficulties and causes faced by the grass-roots mass line work,and puts forward suggestions on optimizing the mass line from the aspects of talents,system and resource integration in combination with the perspective of management,in order to further improve the party's grass-roots contact with the mass work and build a more perfect and long-term effective implementation mechanism.
