Research On Social Work Helping Community Party Building

Changes in social structure and institutional order that are generated in the economic development and technological innovation,have put forward new requirements for social governance and community Party building in the new era.As the time goes,the greater significance of the Chinese Communist Party(CPC)will be demonstrated.Party building leading grassroots social governance is a unique era mark of our country.Theory and practice have proved that the construction of Grass-roots Party plays an irreplaceable role in leading community governance and innovative social governance.However,there are also some problems in building Grassroots Party,such as rigid form,single content,insufficient innovation,etc..So it is urgent to remove obstacles and explore new Party building models.The pluralism of governing bodies is the irresistible trend;as an integral part of the pluralistic bodies,the role of professional social work in stabilizing social order and improving people's happiness cannot be ignored.Their combination is good to exploring the development model of “Social work + Party building”,which is the mission and requirement given by the times.Based on the author's internship experience of social work,this paper conducts a case study on the Party building practices of the J community through methods of literature reviews,three-month participant observation,in-depth interviews and field investigation.According to first-hand data,the study finds that the difficulties of social work in helping community Party building mainly involve the following five points: First,the recognition of social work is low,which is mainly due to the constraints of two aspects,the predicament of social work development and the public's traditional ideologies like “Don't wash one's dirty linen in public” and “Find the government if in trouble”;Second,the fund of community Party building is insufficient.As a large number of Party members and unreasonable use of fund,the fund allocated by the government to the community for Party building and daily purchasing for Party building projects of social work institutions is very limited;Third,the form of community Party building is traditional and simple,mainly relying on the orders by higher Party organizations and the “top-down” methods implemented by lower Party organizations.Its content and form are dull with serious formalism;Fourth,there is a shortage of professional talents in social work.The number of social workers in the community is relatively small,and the quality also needs to be improved.At present,the social workers in the community are generally characterized by lower education,insufficient service innovation,lack of enthusiasm,low professional degree,and relatively backward service methods;Fifth,community integration is not strong enough.On the one hand,the community does not build a good platform for co-construction cooperation,nor does it effectively tap community resources and make unified and coordinated planning.On the other hand,it does not pay attention to the excavation and cultivation of community leaders in practice,nor does it fully tap the potentials and advantages of community residents.In response of the above problems,the corresponding suggestions and methods on how to effectively and scientifically combine social work with community Party building are given in the following: First,enhance the recognition of social work by further improving relevant laws and policies and changing public's ideological concept;Second,establish the fund guarantee mechanism of community Party building by increasing the government purchasing service and broadening the fund source channels.Third,innovate community Party building methods and improve Party building work efficiency through professional social work and intelligent and information-based Party building.Fourth,strengthen the construction of professional talents in social work of Party building by cultivating social work talents and improving professional talents' incentive and guarantee mechanism;Fifth,promote the coordination and integration of community resources by focusing on the excavation of local elites and the establishment of a multi-governance cooperation platform.In a word,this paper aims to discuss how to integrate social workers and Party building organically through the case study of J community,so as to further improve the level of professional and localization of social work,strengthen the Party building in grassroots community,and promote its governance.
