With the all-out advancement of the fight against poverty,China's absolute poverty will gradually disappear,but relative poverty will still exist.China still has a large number of low-income groups,and their livelihood issues should be taken seriously by all sectors of society.In the process of helping low-income groups,a new type of organization,social enterprises,has emerged.They use commercial methods to solve social problems,and help low-income groups through various methods such as education and training,labor employment,skills upgrading,and financial supporting.A lot of valuable experience has been produced.However,there is still little research on the theoretical model of how social enterprises can help low-income groups.In order to explore the methods,models and theories of social enterprises to help low-income groups,this paper has conducted research on multiple cases.The author selected three typical social enterprise cases in different fields,different scales,and different service targets.They are Better Education Group in the field of education for poor children,Canyou Group in the field of employment for the disabled,and Grameen Bank in the field of poverty alleviation for women.The author collected and organized relevant information on the organizational methods,business content,and operating experience of these three social enterprises,and summarized the common theoretical models,including the organizational model,empowerment methods,and work concepts of social enterprises to empower low-income groups.This article finds that in order to sustainably empower low-income groups,social enterprises need to achieve the following five points: first,social enterprises need to adopt a suitable organizational model to integrate the commercial and public welfare sectors to ensure the continuous use of resources to empower low-income groups;second,social enterprises should focus on improving the living environment of low-income groups,and improves the accessibility of resources in the environment;third,social enterprises need to focus on improving the development capabilities of low-income groups,including resource management capabilities,employability andentrepreneurial capabilities;fourth,social enterprises should pay attention to create new value in the process of helping low-income people,so as to protect their own development;fifth,social enterprises should share the benefits gained with low-income people,thereby improving the situation of low-income people.In the end,the paper draws a model of social enterprise empowering low-income groups with "integrated development,improved environment,improved capabilities,value creation,and benefit sharing." Based on this conclusion,the author proposes some corresponding development suggestions for social enterprises.The first is to improve the organizational model and promote the integration of business and public welfare;the second is to change the working method and use internal and external empowerment methods;the third is to update the working philosophy and create shared value with low-income people.From the perspective of social policy,the author also puts forward suggestions for government departments to strengthen legal protection for social enterprises,increase the purchase of poverty-relief projects in which social enterprises participate,relieve the financial pressure of social enterprises,promote social enterprises' poverty alleviation and entrepreneurship,and cultivate social innovative talents.
