With the fast development of the market economy and the rapid rise of industries such as commerce and tourism,the demand for commercial real estate in the development of modern cities is also increasing.At present,with the continuous increase of China's urban population and area,the real estate industry in Shenzhen as a whole is experiencing a trend of prosperity and development.At the same time,Shenzhen's real estate prices continue to rise.Under such circumstances,how the Shenzhen Municipal Government strengthens its macro-control over the development of the commercial real estate market is a huge test for the government.Facing the Development of current commercial real estate industry,how the Shenzhen Municipal Government formulates relevant real estate market supervision policies and implementation measures is of great practical significance and value to ensure the healthy development of the local real estate industry.The research object of this article is the government supervision under the Shenzhen commercial real estate development market.In recent years,the Shenzhen government has certain new policies and measures for the Shenzhen commercial real estate development market.The municipal government has not only faced the friendly development of the local commercial real estate industry,At the same time,it also faces severe government regulatory policy issues.Therefore,the Shenzhen Municipal Government must scientifically implement many policies and measures on government supervision of local commercial real estate development by actively drawing on the excellent experience at home and abroad in order to adapt to the new characteristics of the commercial real estate development market in Shenzhen in the new era and explore the commercial real estate in Shenzhen Government supervision issues and countermeasures in the development market.This thesis is composed of five parts.The first chapter is the introduction.It explains the background and significance of government supervision in the commercial real estate development market in Shenzhen.It analyzes the status quo of government supervision theory by domestic and foreign scholars,and analyses the research objects and research ideas.Research methods,research innovation and deficiencies.The second chapter is the elaboration of the theoretical basis.Here,the core concepts of commercial real estate,government supervision,and real estate development are mainly explained.Among them,the concept of government supervision is mainly explained from the perspective of the subject,model,and principle of government supervision of real estate.Secondly,the theory of government function and the theory of government intervention are expounded.The third chapter analyzes the current state of government supervision in the Shenzhen commercial real estate development market.Since the current government supervision of the Shenzhen commercial real estate development market,the current situation of real estate in Shenzhen has changed slightly.For example,the area of Shenzhen commercial real estate sales has rebounded sharply,the monthly transaction volume of new homes and residences has fallen,and the transaction volume in regional areas has increased in a short period of time.In the short term,the transaction volume of second-hand housing in Shenzhen rose,the average price of second-hand housing in the central area of Shenzhen rose,and the rent of commercial housing in Shenzhen remained stable.Based on this,the main bodies of the current Shenzhen government supervision are summarized,such as the pre-development,mid-term,administrative approval,bidding activities,project quality,sales activities,capital turnover,taxation,and post-development supervision.The fourth chapter analyzes the problems and reasons of government supervision in the Shenzhen commercial real estate development market,and clarifies problems such as unclear government supervision model,weak supervision means,and incomplete supervision system.The reason is that the Shenzhen government supervision policy is not clear,The low enforcement of government supervision,and the objective reasons for the contradiction between market regulation and government supervision.Chapter 5 is based on the analysis of Shenzhen government supervision,and proposes countermeasures and ideas for improving government supervision in the Shenzhen commercial real estate development market,starting with strengthening the government supervision and management system and improving the new government supervision model of the Shenzhen commercial real estate development market;Improve the market access mechanism of real estate houses before sale,such as promulgating unified market supervision measures,strengthening the real estate market supervision mechanism,etc.In addition,it is necessary to improve the mid-and late-stage inspection and supervision mechanism of housing sales;establish and improve the Shenzhen real estate market supervision and punishment mechanism,Legally guarantee the effectiveness of supervision;finally,build a mechanism that combines market monitoring and analysis with supervision and inspection.
