In recent years, the regulatory policy focused more on the industry of property, including the national ten, the credit limit, the limited purchasing order, the property taxes and so on which has been very familiar to ordinary people. Based on the insufficient competitiveness and the characteristics of property, there are internal requirements on regulatory policy in the industry of property. At present, the regulation of regulatory policy, it includes finance, taxation, and the land policy on property is note very strict. As far as the rising housing price, it didn't work well on stabilizing and decreasing the housing price, sometimes, it even has a negative effect. Under the increasing requirements in housing, the results of the increasing housing price needs the consumers to undertake. This papers start from the development and regulatory of property industry, investigating the supervising subjects and regulatory object to analyze some relative regulatory policy. With analyzing the legal liability of property industry, some legal institution on supervising the property industry are proposed, which will providing some thinking for the regulating property industry. This paper mainly includes four parts: the first part is about “basic theories about property regulation, which introduces the property industry, the definition and connotation of the property supervising. The second part is “analysis of the property industry and government supervising, which mainly focuses on the current situation of property industry and the situation of government supervising, at the same time, the effects of property supervising are evaluated. The third part is “analysis of the underlying problems that exist in property supervising”, discuss the problems and analyze those problems deeply. The forth part is “suggestions on completing the property supervising market”. The author analyzed the problem from 5 perspectives: completing the system of land examination and approval, the system of land distribution, the system of land provision in long term, the system of protection of optimizing economically affordable housing and building the system of property supervising, meanwhile, some personal suggestions are proposed.
