Prepaid consumption refers to a consumption model,in which consumers pay the business operators the amount of consumption before receiving services or goods.In this new type of consumption model,operators obtain income in advance and have more stable customers,and consumers can receive preferential treatment and enjoy more benefits.In most cases,this is mutually beneficial.However,due to the rapid development of the prepaid consumer market and the lagging of regulatory measures,there have been many regulatory problems,such as lack of supervision,increasing number of complaints,and difficulty in protecting consumer rights.This thesis uses literature analysis,data analysis,and case analysis to expand the research on the supervision of the prepaid consumer market,and defines the concept of prepaid consumption based on previous studies.The research provides a theoretical basis.Taking Changchun City as an example,we analyze the actual supervision situation of the prepaid consumer market.By combing the relevant data and cases of complaints and reports,we conclude that the current supervision of the prepaid consumer market in Changchun City has five problems,including unclear supervisory subjects,complicated supervision objects,insufficient supervision methods,dislocation of supervision content and the lagging of supervision procedures.The main reasons for the above problems include: the imperfection of the legal system,incomplete construction of social credit system,and insufficient supervision power.Eventually,we study the regulatory measures of the US,Japan and Tawan(China),and propose to speed up the revision of prepaid consumption laws and regulations,to include prepaid consumption into the credit system and to promote the development of a social collaborative governance model.These methods will restrict the behavior of operators and protect consumer rights.Our research is also a useful exploration on optimizing market supervision methods and promote the healthy development of prepaid consumption.
