Research On The Full Process And Management Of Outsourcing Special Software Projects

In recent years,as the military-civilian integration national strategy continues to deepen,military-civilian integration for scientific research and military-field joint projects are gradually increasing.Project outsourcing,especially software development project outsourcing has grown significantly;however,the problems during these outsourcing management,in the meantime,should not be neglected.The research in this article is based on the theories of project outsourcing and project management.It is focused on the actual project management of the military by studying the management status during the whole process,using quantitative research and surveys to locate the problems of overall process management,after the analyst,it proposes coping strategies and solutions for corresponding problems,project practice and analysis with actual cases,and achieved positive results.During the application research of this whole project management,it has identified some major difficulties among demand,supply and monitoring management in special software projects.In this article,some control methods are proposed in order to improving the progress,or potentially resolving these difficulties.For example,in the requirements management,defining the requirement change freeze period,designing a request form for any changes,and requiring users to participate and give continuous feedback throughout the whole process can reduce the need for changes and ensure the project is developed and completed on schedule.Another example given is in the stage of supplier selection,AHP was introduced,and a combination of qualitative analysis and quantitative analysis was used to screen qualified suppliers to make up for the shortcomings in the evaluation and management of existing suppliers;also to make the supplier evaluation more systematic and standardized.Last but not the least,in the process of project supervision,establish a special supervision team who coordinately monitors and manages the entire process to ensure the project is completed according to the planned milestone list.The research results have certain reference significance for the management of military software outsourcing projects.
