According to the feeble status of our software industry, in order to boost up the international competence of our software industry in the face of the opportunity and challenge of the WTO. The thesis points at the quantitative analysis of the game between two sides or among more participants in the software outsourcing, it aims at constructing a sound and operational cooperative model of the software outsourcing, and forming a scientific cooperative system, so that impulse the development of our software industry healthy.The paper divides the software outsourcing into four stages, preparation, bidding, implementation and acceptance, and analyzes accordingly. The main contents of the paper include three parts. First, buyer selects several developers in terms of technology competence, management ability, stability, renown and economy power, and considers these several developers all have enough competence to accomplish the operation, so that the price becomes the vital factor. This paper analyzes the advantage of the no-criterion, and distinguish the reasonable low-price that wins the bidding from no-criterion bidding but have criterion evaluation, and compares the role of the two modes to avoid the alignment, then draws a conclusion that the first mode can impulse the competition and the role of the market mechanism. The paper analyzes the cause that developers bid lower than the cost, and expounds the countermeasure to solve it. In order to protect the profit of the buyer and inspire the developer at the same time, the paper design the rule of stage game to avoid the credit risk.Then the paper analyzes the game mechanism in the software outsourcing based on two distinct levels.In the first level, the thesis analyses the current defect of the software outsourcing management, to table a proposal of 2winner. 2winner aims to take advantage of each other, and to accomplish collectively, then to promote whole competence of both sides. The success of 2winner relies on the role of the reputation mechanism. This paper analyzes repeated games that can amplify the role of thereputation mechanism, the conditions in which reputation mechanism play a role generalize to four items as follows, game must to be repeated, both sides that participate the game have enough patience, the dishonesty of each side could be perceived in time, each side has the possibility to punish the deceit of other side actively. Based on the project management, ISO9000 and CMM, presenting and incarnating the whole frame and the detailed operating approach of the software outsourcing. Through the research of the purchase, control, evaluation, acceptance and step-management to improve the level of the software outsourcing management, and to satisfying the requirement of the quality, schedule and cost and so on, and to control effectively and present a detailed operating approach for the software outsourcing manager.In the second level, this paper employs the quantitative method to make the game analysis among developer,buyer and supervisor. After making the static game analysis and the dynamic game analysis, the thesis explores how to apply the game analysis result in terms of mechanism design element to the supervision of the software outsourcing. In order to improve the efficiency and usage of the supervisor, the vital factor is to satisfy the anticipated profit of the supervisor. The sufficient authorization is the basis and the satisfactory competence is the premise to supervise smoothly. The supervision of the software should around whole process, and describe the specific steps according to four stages. This paper brings forward the whole process of supervision, and describes the specific steps according to the four stages.
