Research On The Government Supervision Of For Profit Pension Institutions In Qingdao

In recent years,the speed of aging in China has accelerated,and the demand of the elderly for institutional pension has gradually increased.Due to the relatively late emphasis on pension services in China compared with western countries,the infrastructure construction of pension institutions is backward,and the regulatory system is not perfect,which leads to the slow development of institutional pension in China.In addition,China has a large population base and a large number of pension groups,so it is difficult to develop pension institutions only by government funding The new development direction challenges the government supervision.Therefore,the government should improve the supervision system to promote the development of pension institutions.In recent years,Qingdao has gradually realized the transformation from a government-sponsored pension institution to a market-oriented profit-making pension institution.The government has also promulgated relevant policies on the supervision of pension institutions.However,the government's regulatory object is still non-profit pension institutions.If we want to rely on the market development and expand the pension institutions,the government needs to improve the regulatory mechanism of for-profit pension institutions.This paper uses literature method and questionnaire survey method to analyze the policy of Qingdao municipal government on the supervision of pension institutions,and sort out the structure system of Qingdao municipal government's supervision of pension institutions.Through the development of a questionnaire and the staff of 64 pension institutions in Qingdao,the paper summarizes the problems existing in the actual operation of pension institutions.By using the comparative analysis method,this paper makes a comparative study on the foreign advanced supervision system of pension institutions,analyzes the development status of pension institutions in Qingdao,finds out the problems,analyzes the problems and solves the problems.The author thinks that the experience of Qingdao municipal government in supervising the elderly care institutions can not copy the theoretical system developed abroad.It should be optimized according to local conditions and combined with the actual situation of Qingdao.Therefore,appropriate theories should be adopted,such as new public management theory and rational choice theory.Based on the actual situation,the management system suitable for Qingdao municipal government to promote the development of profit-making pension institutions is sorted out.
