Research On The Operating Mechanism Of Beijing's Private Non-profit Pension Institutions

As an important platform for undertaking the government's social pension function,private non-profit pension institutions are important providers of institutional pension services.As the population aging in Beijing continues to intensify,private non-profit pension institutions are narrowing the gap in institutional pension services and improving the pension service system and the role is becoming increasingly prominent.In order to promote the construction of non-nursing institutions for the elderly,Beijing has promulgated corresponding laws and regulations since 1996 and gradually improved the construction of its policy system,forming a core operating mechanism composed of four main aspects: access mechanism,operation management mechanism,subsidy mechanism and supervision mechanism.This mechanism is the core of supporting,standardizing and guiding the long-term development of non-nursing care institutions.On the background of this research,this paper adopts the literature analysis method,comparative research method and model analysis method.Firstly it collects and combs the main contents of the operating mechanism of Beijing non-nursing care institutions in the literature and then uses the policy network theory to analyze the various actors and roles in the operating mechanism relationship building policy network model.Finally,the model is used to find that the operation mechanism of private non-nursing institutions currently has two problems: policy network main body defects and lack of interaction mechanism.Among them,the main aspects are reflected in the unilateral dominance of the policy network,the inter-government network is independent,the issue network lacks communication channels and the participation of professional networks is low;the interaction aspect has the institution's high dependence on financial subsidies and the lack of effective information docking mechanism within the operating mechanism.In view of the problems in the above two aspects of the operating mechanism,this article proposes targeted countermeasures and suggestions from the defects and interaction defects of the policy network.First of all,in terms of the main body,the position and responsibilities of the multi-party main body were clarified,the attribute transformation of the private non-nursing care institutions was promoted,thesupervision mechanism was deepened,the professionalism of third-party institutions was improved and the right to speak on the topic was strengthened.In terms of enhancing the degree of interaction between network subjects,it is necessary to enhance the openness of the network,improve the channels of citizen participation,establish a long-term incentive mechanism and information docking mechanism for the operation mechanism and promote the good operation of the network.The above suggestions have solved to a certain extent the problems existing in the operation mechanism of non-nursing care institutions.
