Research On The Policy Synergy Of Marketization Reform Of Public Pension Institutions In Chongqing

In recent years,the aging of the population has become one of the major socialrisks that China urgently needs to deal with.On the one hand,with the changes of political,economic and demographic,the demands for ageing services for older people has soared.On the other hand,the financing and supply of old-age services are insufficient,and it is difficult to effectively meet the service needs of the elderly.In addition,for the past few years,the birth rate has decreased,the family structure has changed,the female labor participation rate has been high,and the supply of aging services for unpaid families has decreased.Against the background of rising demand and reduced supply,the Chongqing Municipal Government,in light of the actual situation of its own pension needs,has strengthened the market-oriented reform of public pension institutions from the policy implementation level to meet and improve the quantity and quality of the growing service demand of the elderly.Because of the current situation of Chongqing since its direct administration in1997,the article selects the ageing service policy related to the old-age care institutions after the municipality directly under the central government of Chongqing as the policy research object.Such as "Chongqing City Urban and Rural Aged Agencies Service Management Measures" ? The General Office of the Chongqing Municipal People's Government issued the Notice on the Construction Plan of the Social Pension Service System in Chongqing(2011-2015)? Chongqing Municipal People's Government“Implementation Opinions on Promoting the Development of Health Service Industry”?The Chongqing Municipal People's Government's "Opinions on Accelerating the Development of the Aged Care Service Industry" and the "Notice on Printing and Distributing the " 13 th Five-Year Plan " for the Development of the Elderly in Chongqingand the Construction of the Aged System" by the General Office of the Chongqing Municipal People's Government,and the city of Chongqing Public pension institutions,elderly people in Chongqing(age>50 years old)and children of the elderly(including elderly and elderly children in institutions),management staff and staff of public pension institutions,and government-related management personnel(including participation in public pension institutions)The government management personnel in the process of market-oriented reform),take them as the targets of investigation and identify the problems and the policy defects existing in the reform.In view of the problems found,this paper,from the perspective of public policy,adopts literature analysis,investigation and research,case analysis,statistical analysis and other research methods to analyze.First of all,organizing the data,constructing the theory,and clarifying the basic ideas on the synergy of market-oriented reform policies for pensions,old-age care institutions,public pension institutions and public pension institutions of relevant scholars at home and abroad,in order to confirm the research direction and define the and concepts.Secondly,this paper sorted out and analyzed the relevant policy documents of the market-oriented reform in Chongqing public pension institutions to find out the deficiencies in the policy promulgation and implementation.Then,combined with the questionnaire survey and in-depth interview research methods to get the first-hand information about the research of the article by random sampling,stratified sampling,select defined respondents,and extensively carry out surveys of relevant government managers,institutional leaders,staff,and so on.At the same time,using SPSS 20 software for descriptive analysis,adopting one-factor ?2 test and binomial logistic regression analysis,analysis of variance and T-tests to find out the problems remaining in the public pension institutions in Chongqing after the implementation of the policy,so as to make the research policy more objective,accurate and effective.Next,it analyzes the synergy of the old-age service reform policies in typical countries and regions,analyzes the differences between them through comprehensive comparison,and summarizes the beneficial experiences to effectively guide the construction of the market-oriented reform policies of Chongqing public pension institutions.Finally,on the basis of research,this paper puts forward some effective suggestions to promote the synergy of the market-oriented reform policies of Chongqing public pension institutions.
