As the outside brain of the United States,think tanks have the power in setting issues for Chinese Internet governance.This research uses content analysis and discourse analysis for public online publications in the past ten years(2010-2019)of US think tanks.The study found that US think tanks attach the greatest importance to the technical and security fields of China's Internet governance.American think tanks have set up ten major issues in Internet governance of China,the intensity of the issue setting is likely to increase.Each think tank's focus point and setting intensity are slightly different,but the overall issue position is negative which with strong ideological color?A more fixed issue setting expert team has been formed.In terms of agenda setting strategy,the US think tanks have set up four strategies to establish a complete framework from issue selection to issue construction:flexibly adjusting the length of the agenda to guide public opinion concerns;setting the background to enhance the relevance of the issue to the outside world;selectively presenting and constructing exclusive labels for event figures;discoursing rhetoric and constructing a picture of the issue with the framework.The think tank agenda interacts frequently with the US policy agenda,which exert its own setting effect.Therefore,China needs to take effective measures based on grasping the setting rules in response to this: set targeted issues and tell the story of China to the world;build new type of think tanks and collaborative ecosystem of think tanks;strengthen the depth of Sino-US think tanks exchange and follow up with western perspectives in time;promote positive interaction among think tanks,governments and media.
