Exploration On The Core Competence Of Comprehensive Personnel In Emergency Management Department

With the establishment of Ministry of Emergency Management,the function of emergency management has gradually shifted from emergency response such as disaster reduction and resistance to normal construction such as disaster prevention,reduction and preparedness,thus the role and status of emergency management personnel in public sectors has become increasingly prominent.For a long time,the traditional technology-oriented emergency conception makes emergency management and emergency response confused with each other,resulting in many misunderstandings in concept definition,skill acquisition,responsibility requirements,etc.At the same time,with the continuous optimization of social management and the paradigm shift of government emergency management,the qualification framework and capacity building of comprehensive emergency management personnel in public sectors has become increasingly urgent.Through the method of document study,this paper firstly sorted out the current theoretical research on the advanced system and core competences of emergency management personnel.Through the method of comparative analysis,this paper summarizes the practices and experiences of qualification promotion in developed countries and related mature industries.Through the method of expert investigation,this paper conducted the consultation and element selection of 17 experts,then after interviews with 12 experts the essential competences of comprehensive emergency management personnel are supplemented and illustrated.Finally,questionnaire survey of 265 samples was used to conduct principal factor analysis and form the basic framework of the qualification of emergency management personnel in public sectors.At last,according to the data analysis results,this paper puts forward some relevant discussions and suggestions on the personnel training and qualification building of emergency management personnel in public sectors.The results of research mainly can be included in the following points.First,it constructs and identifies the qualification framework and advanced system of emergency management personnel in the public sectors.At the vertical level,a similar career ladder is constructed,which consists of “grassroots clerks--single team leader--single department leader--multiple department leaders--emergency commander”.At the horizontal level,a framework of qualification elements is established,which is made up of five dimensions,“Effective communication,Responsible for jobresponsibilities,Emergency knowledge and skills,Command and coordination,Personal qualities”.Second,it discusses the training path of emergency management personnel in the public sector by the perspective of five principal factors.
