Abstract/Summary:
W military scientific research institution is an important scientific research institution listed separately in the State Council plan.As the R&D base of national key equipment,W military scientific research institution is the cornerstone of China’s national defense strategic security,and has an irreplaceable important position.Because of the deep degree of confidentiality,once a crisis occurs,it will cause immeasurable consequences to national security.This special attribute determines its higher requirements for emergency management personnel.Due to the closeness and uniqueness of the industry,there is a big gap between the management concept,mechanism and level of the organization and the requirements after the reform of national ministries and commissions.There is no long-term stable echelon of emergency management talents,and there are many problems such as the lack of professional ability of employees.Therefore,the research on how to effectively improve its emergency management ability is imminent.In addition to the optimization of the management system and system,the comprehensive quality of the staff is very important,which is directly related to the implementation effect of the specific work.However,at present,there is a lack of a competency model that meets the actual work needs of the Institute.Competency theory has been fully applied in the field of public management and enterprise human resource management at home and abroad.In China,there are researches on the competency of emergency management personnel using competency theory,but there is a lack of targeted research on military scientific research institutions.This study uses competency theory to explore the competency of the special group of emergency management personnel in military scientific research institutions,and provides theoretical basis and objective evaluation criteria for the selection,training,assessment and incentive of emergency management personnel in military scientific research institutions.In this paper,using behavioral event interview,questionnaire survey and statistical analysis,combined with the general competency characteristics summarized by previous studies and the competency characteristics extracted by behavioral event interview,26 competency characteristics of emergency management personnel in W military scientific research institutions are obtained.Then,according to these competency characteristics,the test questionnaire is compiled,tested,optimized and adjusted A questionnaire survey was conducted among 205 emergency management personnel in military scientific research institutions.Exploratory factor analysis was carried out by using spss21.0 software.Reliability analysis and validity analysis were used to prove that the questionnaire has high reliability and validity.Finally,the competency model of emergency management personnel in W military scientific research institution is constructed,which contains four competency dimensions,including emergency knowledge,emergency capability,values and emergency quality,and 23 competency characteristics.Among them,the dimension of emergency knowledge covers 3features such as emergency professional knowledge,the dimension of emergency capability covers 10 features such as risk identification ability,the dimension of value covers 5 features such as responsibility,and the dimension of emergency quality covers 5 features such as confidentiality awareness.Based on this model,some suggestions on recruitment,training,assessment and incentive of emergency management personnel are put forward.Based on this model,some suggestions on recruitment,training,assessment and incentive of emergency management personnel are put forward.
