In the American society during the 1960 s,crime rates rose sharply and remained high.Since 1965,the administration of President Johnson has launched the "War on Crimes" aimed at controlling crimes,and the fight against drug crime has become the main battlefield.In the "War on Drugs" marked by a comprehensive anti-drug campaign,mass incarceration was adopted as the main method,so the number of imprisoned people in the United States soared.Under the severe criminal regulations,incarceration rate of African-Americans has continued to increase for many years.The purpose of “severe punishment aiming at drugs” has not been achieved.The concentrated attack on African-Americans has exposed the racial discrimination in drug crime control clue.This article focuses on African-Americans.By paying attention to this phenomenon of disobedience,sorting out its context and exploring the reasons behind it: AfricanAmericans have long been in the bottom of American society,forming a closed predicament of political,economic and living environment.A large number of AfricanAmericans are involved in drug crimes.In the justice of drug crimes,due to the objectively weak position of African-American groups,as well as the general hostility and prevention of this group in American society,African-Americans who commit crimes are subject to scrutiny and criminal punishment.African-Americans have become the key targets,and the crime rate has risen without falling.Under the vicious cycle of “heavily punishment—increased crime”,African-Americans have become the main group of mass incarceration.The crimes of African-Americans under severe punishment have become more and more serious.The underlying source is the problem of apartheid and racial discrimination in the United States.Even though more than half a century has passed since the abolition of apartheid in the Brown case,apartheid has never gone far in the United States,and it is still spreading in a new way.
